- The Purpose of this contract is to develop and provide The Centers for Medicare and Medicaid Services (CMS) a crosswalk of geographic Health Professional Shortage Area (HPSA) designations as determined by the Health Resources and Services Administration (HRSA) to United State Postal Service (USPS) ZIP Codes to be used to determine the payment of the Medicare HPSA bonus per section 413 (a) of the Medicare Prescription Drug and Modernization Act (MMA) of 2003.
