Description
The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), Network Contracting Office 8 (NCO-8) intends to negotiate a sole-source Blanket Purchase Agreement (BPA) under the authority of the Revolutionary FAR Overhaul (RFO) 12.102(a) and 12.201-1(e)(3). The associated NAICS code for this service is 811310 with a size standard of $12,500,000 and PCS Code J030. The identified vendor is Lift Trucks & Parts, Inc., the original equipment manufacturer (OEM) exclusive authorized service provider for Crown Equipment in Puerto Rico. The Facilities Management Service (FMS) requires preventive maintenance services for powered industrial trucks at the VA Caribbean Healthcare System. The BPA holder shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items, and non-personal services necessary to perform preventive and corrective maintenance services to Crown powered industrial trucks at VACHS as defined in the Performance Work Statement (PWS). This notice of intent is not a request for competitive quotes. It is not a solicitation or request for offers. No solicitation package is available. Respondents must provide clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than April 27, 2026, at 10:00 AM (Puerto Rico local time) to Baryan Sierra at baryan.sierrapierluissi@va.gov.
