SOURCES SOUGHT NOTICE Hazardous Waste Disposal Services National Institute for Occupational Safety and Health (NIOSH) Cincinnati, OH � Morgantown, WV � Pittsburgh, PA � Spokane, WA 1. PURPOSE This is a Sources Sought Notice issued solely for market research to determine the availability of qualified small or large business concerns capable of performing hazardous and toxic waste disposal services for the National Institute for Occupational Safety and Health (NIOSH). This is not a solicitation and no award will be made from this notice. NIOSH will use the information received to determine the appropriate acquisition strategy, including potential set?asides. 2. BACKGROUND NIOSH operates four basic science research facilities located in: Cincinnati, OH Morgantown, WV Pittsburgh, PA Spokane, WA All facilities are classified as Small Quantity Generators (SQG) under EPA regulations, each generating between 200�2,200 pounds of hazardous waste per month (1). Estimated average monthly quantities include: Spokane: 50 lbs Pittsburgh: 150 lbs Cincinnati: 100 lbs Morgantown: 500 lbs (1) NIOSH manages approximately 10,000 different chemicals in small quantities and requires hazardous waste pickup quarterly at all locations (1). 3. SCOPE OF WORK NIOSH seeks a contractor capable of providing comprehensive hazardous waste management, including but not limited to (1): A. Waste Types The waste stream includes: Hazardous chemical waste Flammable liquids and solids Inorganic and organic acids/bases Oxidizers Metals (solids & powders) U?listed and P?listed waste Peroxides and reactive waste Mercury compounds Gas cylinders (approx. 103L) Dioxins, PCBs Aerosols Formaldehyde?containing tissue Small quantities of explosives Paints Waste oils Universal waste (batteries, pesticides, lamps, aerosol cans) Additional waste (charcoal filters, aqueous waste) B. Required Services Contractor responsibilities include: Pickup, transportation, packaging (including lab packing), labeling, analysis, documentation, and disposal of hazardous waste Compliance with all Federal, state, and local regulations including RCRA, TSCA, OSHA, DOT (49 CFR 100�199) Creation and management of Hazardous Waste Manifests (paper, electronic, and hybrid formats) Spill response, cleanup, and reporting Personnel training, proper PPE, and safe operations Ensuring waste is transported only to properly permitted facilities Providing certificates of final treatment/disposal demonstrating compliance with 40 CFR 261, 264/265, and applicable state requirements The contractor shall supply all personnel, materials, equipment, and documentation necessary for safe, compliant waste handling. 4. PERIOD OF PERFORMANCE Base Period: 1 Year Option Period 1:1 Year 5. NAICS CODE & SIZE STANDARD NIOSH anticipates using the following NAICS code: NAICS 562211 � Hazardous Waste Treatment and Disposal Size standard: $47M Respondents may suggest alternative NAICS if appropriate. 6. REQUESTED RESPONSES Interested firms should submit a capability statement of no more than 10 pages, addressing: Company name, address, UEI, and point of contact information Business size and type (Small Business, 8(a), SDVOSB, HUBZone, WOSB, etc.) Demonstrated experience performing hazardous waste disposal and lab?pack services of similar size, scope, and complexity Permits, licenses, and certifications, including DOT, EPA, and state approvals Description of transportation and disposal facilities Ability to meet quarterly pickup requirements across multiple geographic locations Safety programs, spill response capability, and personnel training Any existing government contracts providing similar services 7.
