- DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold Acquisition Plan Action ID: Contracting Activity: Department of Veterans Affairs, VISN05, Baltimore Medical Center, 10 N Greene St, Baltimore, MD 21201. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is to modify existing contract to evaluate and pricing option to extend services. The estimated total is $164K. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The equipment is current in operation on scope lease in the facility, removing the equipment would result in adverse patient events causing work stoppage for gi and pulmonary scope surgical procedures. Description of market research conducted was not conducted: Due to the emergency nature for potential veteran patient adverse medical events, market research was not conducted. Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
