- PACK ANIMALS AND WRANGLER/S FOR WILDERNESS FIELDWORK - MULTNOMAH, OR REQUEST FOR QUOTE INTRODUCTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 12. SMALL BUSINESS SET-ASIDE SERVICE CONTRACT LABOR STANDARDS STATUTE APPLICABLE DESCRIPTION The US Geological Survey (USGS), Oregon Water Science Center (ORWSC), requiresthe services of pack animals and wrangler/s as described in the attached Statement of Work (SOW). RELEVANT INFORMATION The North American Industry Classification System (NAICS) code 115210 Support Activities for Animal Production, and associated size standard $11.0 million applies to this announcement, along with Product Service Code W088 Lease or Rental of Equipment - Live Animals. All services will be performed at the Mark O. Hatfield Wilderness area. QUESTIONS Questions to Liz Adam at elizabeth_adam@ios.doi.gov by Thursday, April 16, 2026, at 5:00pm PT. SUBMISSION OF QUOTES Quotes shall only be accepted through electronic mail addressed to the Contracting Officer at elizabeth_adam@ios.doi.gov Tuesday, April 21, 2026, at 10:00am PT. Quotes submitted by hardcopy or any web portal shall not be accepted or considered Offerors are to include a technical description of the services being offered in sufficient detail to evaluate compliance with the requirements in the solicitation as seen in the Evaluation Factors (see provision). This may include a work plan, company information, and experience of the wrangler/s. EVALUATION FACTORS - Lowest Price Technically Acceptable (LPTA) - Past performance considered ESTIMATED PERIOD OF PERFORMANCE July 27, 2026 - October 31, 2026 Offerors shall return the following: - Signed SF-18 - Firm, fixed price quote - Relevant technical information including work plan and experience. - System for Award Management (SAM) Unique Identification Entity (UEI).
