- DAF F&ES EMS program requires all firefighters to have a National Registry of Emergency Medical Technicians certification. Department of the Air Force Instruction (DAFI) 32-2001, Fire and Emergency Services Program, Para 3.5.6.1, states that The Air Force Surgeon General directs medical services on the installation. The Fire & Emergency Services Program responsibilities and oversight are outlined in AFI 44-102, Medical Care Management. In addition, Strategic Message dated 14 September 2018 states National Registry of Emergency Medical Technicians is the agreed upon enterprise level of certification. To obtain a recertification, an application process must be accomplished that includes completing a continuing education courses, psycho-motor skills evaluations, and a fee associated recertification application; a fee for which this contract is being requested to pay for vouchers for bi-annual recertification. Recertification vouchers will be purchased through the National Registry of Emergency Medical Technicians, managed by the Air Force Civil Engineer Center, and issued to firefighters who have accomplished the continuing education courses and psycho-motor skills evaluations. Firefighters will submit the recertification voucher accompanied by all required continuing education unit hours. Testing vouchers will be purchased through the National Registry of Emergency Medical Technicians, managed by the Air Force Civil Engineer Center, and issued to firefighters who have accomplished the education course and psycho-motor skills evaluations. Firefighters will submit the testing vouchers with their application to receive an Authorization to Test (ATT) and will schedule the cognitive exam. These certifications are available in the commercial marketplace and meet the definition of commercial items as defined by FAR 2.101: (1) A product, other than real property, that is of a type customarily used by the general public or by nongovernmental entities for purposes other than governmental purposes, and� (i) Has been sold, leased, or licensed to the general public; or (ii) Has been offered for sale, lease, or license to the general public; ITEM NAME Emergency Medical Response (EMR) Recertification Voucher (2500 each) Emergency Medical Technician (EMT) Recertification Voucher (3500 each) Advance Emergency Medical Technician (AEMT) Recertification Voucher (200 each) Nationally Registered Paramedics (NRP) Recertification Voucher (200 each) The government has only one known source that can supply the vouchers and test that meet the standards above. The government is seeking additional capable sources that could fulfill this requirement.
