- Presolicitation Notice Page 3 of 3 Notice of Intent to Sole Source Requirement Department of Veterans Affairs, VISN10, Louis Stokes VA Medical Center, Cleveland, Ohio located at 10701 East Boulevard, Cleveland, Ohio 44106. Intends to negotiate Sole Source for inspection and repairs to leaking fuel tank liner system and tank haul. IAW FAR Part 12 procedures. The Louis Stokes VA Medical Center, Cleveland, Ohio located at 10701 East Boulevard, Cleveland, Ohio 44106 requires specialized contractor to provide all labor, materials, equipment, transportation, and supervision necessary to complete inspection and repairs to leaking fuel tank liner system and tank haul. Work to repair fuel tank liner system will require onsite fabrication to custom made advancements already installed on the fuel storage tank. The associated NAICS code is 811310 the vendor will be Crazeweld LLC (CW), 1563 Johnson Rd. Norwalk, Ohio 44857-9769, United States The fuel storage tanks have site specific, custom made, modifications previously installed by VA Engineering. port access door, mid-tank saddle, haul modification/fabrication, water extraction system, chemical liner protectant, inspection ports. These were to correct errors in structural integrity, fuel stability and life span of tank walls. These alterations have been handmade fabricated and installed by an independent local company, Crazeweld Mechanical & Plumbing (CW) CW being a custom inhouse fabricator owns proprietary information on all items created, installed and (now) damaged. CW has the only knowledge of these systems in their current (lined) state and, more invaluable, the prior damaged state. This information is unattainable by any other source and vital to work requirements needed in this award. Work is critical to VA requirements for emergency preparedness. Awarding this work to this Contractor is the most direct and safest way to bring the medical center back to required safety standards required within critical emergency timelines. Failure to repair in a timely manner will result in the inability to perform during emergency situations due to lack of backup generator fuel capabilities. A firm-fixed-price contract is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
