- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. ALL AVAILABLE INFORMATION IS INCLUDED IN THIS NOTICE. Purpose: USACE is evaluating the beneficial use of shoaled sediments within the Tangier Island navigation channel. The volume of shoaled material varies depending on dredging frequency; however, the most recent survey indicates that approximately 100,000 cubic yards are currently present within the channel. Instead of disposing of this material offshore or placing it directly along the shoreline, USACE proposes to use it for shoreline stabilization by placing it within geotextile tubes (i.e. Geotubes�). Additional details regarding sediment characteristics are provided in the Geotechnical Summary, and design information is included in the Coastal Summary sections. The attached document contains both the Geotechnical Summary and the Coastal Summary. Please answer the survey questions below using the data from this document. Industry Survey: Given the details provided in the attached document, is it feasible to construct geotextile tubes given the fine grained nature of the soil and is there enough material available for the proposed design? Geotechnical Summary Survey Based on the fine-grained nature of the dredge material, it is feasible to fill geotextile tubes effectively? What are the anticipated losses during the dredging and infilling process of the geotextile tubes based on our geotechnical data? What is the expected ""shrinkage"" factor? Specifically, for every cubic yard of material dredged, what is the anticipated final, consolidated volume of material inside the tube? What are the anticipated dewatering times for the geotextile tubes, particularly when filled with material having a high percentage of fines? How long is the anticipated dewatering and consolidation period to achieve the required strength for the design? Should additional geotechnical data be collected to better inform your analysis? Coastal Summary Survey What are the recommended wave heights for single and stacked systems? How does the product perform during elevated water levels and overtopping conditions? What anchoring or toe stabilization measures are recommended in the sandy sediment? How deep do the anchors go to stabilize the geotextile tubes and is it pertinent to know the type of material the anchors are founded in? Surface grab samples indicate >98% sand. How is scour addressed during storm events that produce medium-high wave energy? Can the geotubes be placed in the nearshore (-3 ft MLLW), or do they need to be placed on the beach? This Sources Sought Synopsis should not be construed in any manner to be an obligation on the part of the U.S. Army Corps of Engineers�Norfolk District to issue a contract or result in any claim for reimbursement of costs for any effort you expand responding to this request. No solicitation is currently available. The Government will utilize this information in determining an acquisition strategy.
