- Notice of Intent to Award to a Sole Source. This notice will close on March 18, 2026 at 5:00 PM, Eastern Time. THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Division of Migratory Bird Management in Laurel, MD intends to award a firm fixed price sole source contract under the authority of (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000: Coffield Web LLC 3330 N Wagon Wheel Rd Boise, ID 83702 The North American Industry Classification System (NAICS) code for this requirement is 541511, Custom Computer Programming Services. This service is currently provided by Coffield Web LLC. 1. The U.S. Fish and Wildlife Service�s (USFWS) Division of Migratory Bird Management (DMBM) seeks a qualified contractor to provide maintenance and continued development of the SCRIBE app which is used to transcribe data collected during aerial wildlife surveys into text files suitable for further analysis. We also seek ongoing development and integration of the SCRIBE app with the SUMMIT app to make the workflow easier for end users. The SUMMIT app is used also by aircrews to summarize observation by observer for quality control and training purposes. 2. The contractor will maintain the existing SCRIBE app and work on enhancements to the newest Electron version. DMBM will provide the contractor with a detailed description of additional requested features to be added to SCRIBE, any bugs in current software identified during ongoing operational testing, and some changes to the user experience and workflow to be further developed. The SCRIBE app and SUMMIT app are now seamlessly integrated to support a comprehensive workflow for the user to enter data, import files and summarize these data using filters. The contractor will also provide technical support to employees of the USFWS that have technical problems with the SCRIBE or SUMMIT application created by Coffield Web. The contractor will work directly with the employee to diagnose and address the problem and, when needed, correct bugs in the app that may be causing issues. 3. Period of Performance: The period of performance for this request will be 03/30/26-12/31/26. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
