- A.3 Item Description: These transformers are classified as non-PCB per 40 CFR 761 due to: where analysis was performed, results show 5 PPM. SOI destinations in these states can receive transformers from these sales if the transformer PCBs levels are less than 5 PPM. These transformers are intact and unbroken. Should a leak be found at time of removal, the Generator will fix the leak. Once leak has been verified fixed by Purchaser, Generator, and Disposition Field Site Representative, only then can the transformer be removed by Purchaser. Intent to export these transformers outside of the U.S. for recycling is not authorized under this sale. Potential high bidders intending to recycle the transformers outside of the U.S. will not be considered responsive bidders and their bids will be rejected. This is NOT a service contract
