Description
This is a Sources Sought Notice for window washing services as identified in the Statement of Work (SOW) for the Ann Arbor VA Medical Center in Ann Arbor, Michigan. The contractor shall furnish all necessary tools, parts, labor, supplies, materials, equipment, supervision and travel/transportation necessary to furnish the following services. The required services are provided and are subject to changes. A draft SOW is attached to this notice and is subject to change should a solicitation be issued as a result of this notice. Please respond if you have the ability and actual intention to complete this requirement. Include the following information in your response: SAM UEI NUMBER DUNS NUMBER Capabilities Statement Company name and address Point of contact information (name, phone, email) Socioeconomic size status (example: large, small, WOSB, SDVOSB, etc.) Whether a site visit will be requested; FSS or GSA contract number, if applicable. This Sources Sought Notice is intended to locate any business capable of performance. The anticipated NAICS Code for this requirement is 561720. This is not a Request for Quotation and quotes shall not be reviewed at this time. The Government shall not be responsible for any costs incurred by vendor due to this Sources Sought Notice. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to any particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. All responses shall be submitted via email by Friday, March 27, 2026, at 10:00 AM Eastern Time (ET). Responses shall be submitted to Jeanne Ortiz at jeanne.ortiz@va.gov. PHONE CALLS SHALL NOT BE ACCEPTED FOR THIS NOTICE. DRAFT STATEMENT OF WORK The Ann Arbor VA Medical Center, located at 2215 Fuller Road , Ann Arbor, Michigan 48105, requires annual interior and exterior window cleaning. The contractor shall include all necessary labor, supervision, management, transportation, supplies, equipment and travel necessary to complete the requirement. There will be two window cleaning jobs per year: Interior & Exterior Window Cleaning (Annually): All windows in all buildings, trailers, and parking structures shall be thoroughly cleaned on interior and exterior window surfaces. Window surfaces shall include window frames, glazing, sills, and screens. Once cleaned, all surfaces shall be clean, free of film, smudges, foreign matter, streaks, stains, and shall be wiped dry. Daily rounds shall be done by the Contracting Officer s Representative (COR) to ensure standards for the requirement have been met. There are approximately 5,850 windows with a total of 51,750 square feet of surface area on each side on the entire campus. Exterior Window Cleaning Only (Annually): Thorough exterior window cleaning to exterior side only of the windows of all medical center buildings, trailers and parking structures. Exterior window cleaning shall include window frames, glazing, sills, and screens. Once cleaned, all surfaces shall be clean, free of film, smudges, foreign matter, streaks, stains, and shall be wiped dry. Daily rounds shall be done by the Contracting Officer s Representative (COR) to ensure standards for the requirements have been met. When cleaning exterior windows, all run-off shall be removed to prevent staining on lower windows and walls. Cleaning means removal of all dirt, dust, bugs, bird droppings, spider webs, nests, and staining. When cleaning exterior windows, contractor shall also wipe and clean exterior surfaces of columns visible through the windows of the main lobby and corridor. Care should be taken not to disturb patients and employees. Customers shall be informed in advance by the COR that cleaning will occur so they may remove personal items before vendors arrival. COR shall provide access to secure areas and will provide necessary keys for windows and roof access. Keys and/or passes will be signed out at beginning of shift and shall be returned at end of duties each day. All work is to be performed according to all local, state, and federal guidelines and ordinances. Work is to be done using scaffolding, or Bosun s type chairs and harness, or ladders may be used for windows located 2 stories and below. An industrial man lift may be used with permission granted by COR before commencing work. Ladders must be Type I or Type II industrial ladders and comply with all safety requirements. All staff must have received all federal, state, and locally required training/certifications regarding the use of all window cleaning equipment, machinery, man-lift equipment, supplies and procedures before performing work at the Ann Arbor VA Medical Center, and contractor shall provide the COR with employee-signed documentation that they have received said training(s). Contractor shall meet all OSHA requirements, including requirements for fall protection covered in CFR 29, Part 1910.140 and Part 1926. Before commencing work, contractor shall meet with VA Safety and Engineering staff to ensure proper anchoring points are used and understood. At no time shall contractor use building equipment as an anchoring point. A copy of current years anchor point inspection shall be given to contractor before work begins. Copies of all Safety Data Sheets will be provided to the COR for all cleaning chemicals being used by vendor. Hours of Work: Hours of work will be Monday through Friday, from 7:00 a.m. to 4:30 p.m., excluding federal holidays. At the discretion of the President of the United States of America, any additional federal holidays may be added. Scheduling: Contractor shall coordinate all window cleaning jobs with the COR, who will approve when window cleaning can commence. Contractor shall give daily work schedules to COR when beginning the cleaning project. Contractor shall complete all work within 31 consecutive days. Training: No person may be assigned to work under the provisions of this contract until the COR has been given certification that training, and orientation has been provided to the individual. It must be shown that individuals are competent to use the equipment required in the performance of this contract. Uniforms and Identification: Contractor s staff shall wear a uniform that is distinct and different than uniforms worn by VA personnel. A contractor-provided badge identifying the employees name and company shall be always worn and shall be clearly visible. Any incident or situation outside the scope of normal cleaning duties shall be reported to the COR and/or VA Police Department immediately. Service outside of the contract scope shall not be performed unless authorized by the Contracting Officer via contract modification or separate PO. At certain times, contractor personnel may be required to wear special protective clothing, which shall be provided by the VA Medical Center. All non-disposable items shall be returned to VA in good condition or shall be replaced at contractors expense. Conformity to Regulations: The contractor shall conform to all federal, state, and local regulations governing the licensing and certification of glazing maintenance operators, performing of glazing maintenance, and use of chemicals and equipment. Service Completion Ticket: Upon completion of services, contractor shall provide the COR with a service ticket including dates of service and a narrative of completed work.
