Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.2 of the Revolutionary Federal Acquisition Regulation Overhaul (RFO), as supplemented with additional information included in this notice. Quotes are being requested and a written solicitation will not be issued. This opportunity is restricted to 100% Set Aside for Small Business Award, under NAICS code 324110 and the size standard is 1,500 employees. The purchase order resulting from this procurement will be a firm fixed-price Purchase Order. The solicitation, SPE60526Q0238, is issued as a Request for Quotation (RFQ), under FAR part 12 (Acquisition of Commercial Products and Commercial Services). This document and incorporated provisions and clauses are those in effect through Revolutionary Federal Acquisition Regulation Overhaul (RFO) Effective Date 02/01/2026, and Defense Federal Acquisition Regulation Supplement (DFARS): DFARS Change 11/10/2025, effective date 11/10/2025; DPAS rating for potential award is PO. NOTE: All offerors shall be registered in System of Award Management (SAM), Small Business Administration (SBA), under NACIS 324110. Scope of Contract: CLIN 0001 � The contractor shall provide under line item 0001: Fuel Type Turbine Fuel, Aviation (JAA) NSN: 9130-003592026 Quantity: 13,000.000 UG6 Required Delivery Date: 09 March 2026 Delivery Hours: Between 07:00 AM and not later than 11:00 AM Delivery Address: 4500 REDSTONE ARSENAL AL 35898 Delivery Mode: Tank Wagon w/ Meter No. of Tanks Capacity Type Tank Location 1 5000 ABOVE GROUND TANK(S) BLDG. 8518 TEST AREA 5 1 10,000 ABOVE GROUND TANK (S) BLDG. 8518 TEST AREA 5 Special Note: 1. Inspection and Acceptance at Destination 2. Ensure driver carries two forms of I.D. 3. SPECIAL ACCESS: Driver must contact station representative one hour prior to delivery 4. Driver must also provide a valid Delivery Order number when they arrive on station FOB Destination. Electronic Funds Transfer as a means of payment will be made upon receipt and acceptance of all products through Wide Area WorkFlow (WAWF). The following provisions and clauses apply to this acquisition: FAR 52-212- 1, Instructions to Offerors�Commercial Products and Commercial Services; FAR 52.212-2 Evaluation�Commercial Products and Commercial Services; the evaluation criteria stated in paragraph (a) of the provision are as follows: Lowest Price Technically Acceptable. The contract award will be offered to the best value offer made to the Government, considering technical capability, price, and past performance. FAR 52.212-4, Terms and Conditions�Commercial Products and Commercial Services and, FAR 52.219-6, 28; FAR 52.222-3, FAR 52.222-19, FAR 52.222-35, FAR 52.222-36; FAR 52.222-3,52.222-50; and FAR 52.232-34. Variation in Quantity (a) A variation in the quantity of any item called for by this contract will not be accepted unless the variation has been caused by conditions of loading, shipping, or packing, or allowances in manufacturing processes, and then only to the extent, if any, specified in paragraph (b). (b) The permissible variation shall be limited to: _10__ Percent increase _10__ Percent decrease PLEASE NOTE: DoD installations and Federal Government facilities have access control measures and procedures in place. You and your subcontractor are responsible for knowing and complying with all physical security measures and access control procedures on the DoD installation or Federal Government facility you are delivering to.
