- Action: Presolicitation Notice Agency: Agency: U.S. Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS), Mississippi Notice Type: Presolicitation Posted Date: March 5, 2026 Response Deadline: March 20, 2026 Solicitation Release Date (Estimated): March 23, 2026 Anticipated Proposal Due Date: March 27, 2026 Anticipated Award Date: March 30, 2026 Period of Performance: 4/1/2026 � 9/30/2026 NAICS: 541611 (Administrative Management and General Management Consulting Services) 1. Description The USDA intends to issue a Request for BPA Call Order Proposals under the existing USDA?wide Financial Management Support Services BPAs. The Government requires a certified public accounting firm to conduct an Agreed?Upon Procedures (AUP) engagement over the Deepwater Horizon NRDA Restoration Funds. The AUP engagement covers the period of April 2016 through December 31, 2025, and includes verification of the Statement of Receipts and Expenditures and compliance with governing agreements, resolutions, and Standard Operating Procedures. The engagement shall be performed in accordance with GAGAS Chapter 7 and AICPA SSAE 18. Deliverables include the Independent Accountant�s AUP Report, a report of procedures and findings, and observations/recommendations. 2. Competition This requirement will be competed only among the three existing Small Business BPA Master Holders under previously awarded Firm?Fixed?Price BPAs: � 1232SA23A0003 � Next Step � 1232SA23A0004 � Pembroke Partners LLC � 1232SA23A0005 � TFC Consulting, Inc. 3. Contract Type A Firm?Fixed?Price call order will be issued under the applicable BPA. 4. Set?Aside Status This BPA call order will remain under the original small business set-aside associated with the BPA Master awards. Only the BPA holders listed in Section 2 are eligible to compete. No responses from non?BPA holders will be accepted. 5.
