SOURCES SOUGHT NOTICE Project: 640A0-26-103, Correct Steam Line Deficiencies MPD Classification Code: Z1NZ (Maintenance of Other Utilities) NAICS Code: 238220 (Plumbing, Heating, and Air-Conditioning Contractors) 1. DISCLAIMER: This is a Sources Sought Notice only. This is NOT a Request for Proposal (RFP), Request for Quote (RFQ), or Invitation for Bid (IFB). No solicitation document currently exists. This notice is issued solely for information and planning purposes�it does not constitute a promise to issue a solicitation in the future and does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought. 2. BACKGROUND & SCOPE OF WORK: The Department of Veterans Affairs, Network Contracting Office (NCO) 21, is conducting market research to identify qualified and interested small business contractors capable of performing a Non-Recurring Maintenance (NRM) construction project at the VA Palo Alto Health Care System (VAPAHCS), Menlo Park Department. The existing Menlo Park Department steam distribution system and condensate return system are past their end of life. The systems are critically leaking at various locations and require 100% make-up water to keep the boilers running. The Contractor shall provide all labor, materials, tools, equipment, testing, and supervision necessary to complete two primary objectives: Repairs: Repair the leaking portions of the system within the vaults. This includes replacing all steam and condensate equipment, components, and hardware within ten (10) specifically identified steam vaults. The contractor must also drain all flooded vaults and provide temporary domestic hot water propane heaters to eight (8) buildings during steam shutdowns. Inspections: Investigate and inspect the entire steam distribution and condensate return systems using professional manhole and robotic inspection cameras during scheduled shutdowns. The contractor must provide high-resolution video files and a detailed report of all deficiencies found. Engineering Updates: Update the campus steam and condensate site plan, which must be stamped by a licensed mechanical Professional Engineer (PE) in the state of California. 3. PERFORMANCE CONSTRAINTS: The Period of Performance is 120 calendar days from the Notice to Proceed (NTP) and all work must end by September 30, 2026. Shutdowns are strictly limited to the months of July, August, or September to minimize the impact on patients, residents, and staff. 4. MAGNITUDE OF CONSTRUCTION: In accordance with VAAR 836.204, the estimated magnitude of construction is between $2,000,000 and $5,000,000. 5. SUBMISSION INSTRUCTIONS: Interested and capable firms are requested to submit a brief Capability Statement (maximum 5 pages) containing the following information: Company Profile: Company name, address, Unique Entity Identifier (UEI), and Point of Contact information. Socioeconomic Status: Indicate your firm's business size under NAICS 238220 (Size Standard $19 Million). If claiming SDVOSB or VOSB status, you must be certified in the SBA Veteran Small Business Certification (VetCert) database. Bonding Capacity: A letter from your surety company confirming your firm's ability to bond for a single project of at least $2.5 Million. Relevant Experience: A brief description of 2-3 recent projects (within the last 5 years) of similar size, scope, and complexity (specifically involving industrial/hospital steam distribution systems, high-pressure steam vault repairs, and robotic pipeline inspections).
