In addition to sample analysis, report should include opinion of likely cause as well as a recommendation for a solvent to dissolve the sludge (something Coast Guard could use to remove hard adherent sludge from MRG internal surfaces. 1.1 Background: On 30 July 2023, the USCGC HOLLYHOCK (WLB-214) began a Major Maintenance Availability (MMA) at the Coast Guard Yard in Baltimore, MD. The scope of this MMA did not include planned maintenance on the Main Reduction Gear (MRG). Following the availability period, during the crew's preparations for transit, an unknown, sticky substance was discovered coating the internal surfaces of the MRG. In response, the Coast Guard performed a series of remediation efforts, including multiple oil changes, hot oil flushes, and manual cleaning. While these actions were effective in restoring unobstructed flow to lubrication nozzles, a hard, baked-on coating of the substance remains on internal MRG surfaces. Lube oil analysis performed in December 2024, and consistently through December 2025, indicates that all oil parameters are within normal specifications. The cutter departed for its new homeport in Honolulu, HI, in September 2025. NOTE: Sludge sample provided for analysis were taken following Main Reduction Gear Cleaning. Requested Analysis Repot is expected to include the following: Composition of sludge sample. Opinion on likely cause of sludge formation Recommendation of an available solvent effective in removing hard adherent sludge. Order of Precedence - In event of a conflict between the text of this Specification and the references cited herein, this Specification shall take precedence. The Contractor is required to notify the Contracting Officer (KO) in writing for a resolution of any ambiguity or conflict found in these specifications. REQUIREMENTS As sludge sample is of limited quantity and there is no back up for sample being lost or mishandled, Coast Guard requires requires that all work performed on the sample be accomplished within the same facility (i.e., no transport or shipping to other locations). Government Provided Materials: Coast Guard in addition to providing limited sludge sample will also provide unused samples of MRG lubricant (1000 ml), MIL-PRF-17331, TEP 2190; Unused sample of Shell Biodegradable Hydraulic Oil 68 (1000 ml) - a possible contaminant mistakenly introduced into the MRG gear box. Another possible contaminant in advertently introduced into MRG gear box is Turning Gear heavy gear oil (Mobile Gear 600XP450) . Turning Gear box requires 2 gallons of heavy gear oil, Mobile Gear 600XP450. Turning Gear gear box is mounted on MRG. Both MRG gear box and Turning Gear box are similarly configured with vent fill caps. Also provided is a used MRG lube oil sample (taken after Coast Guard cleaning efforts). Except Government Provided Materials, Contractor will provide all labor and material to conduct sludge sample analysis. General Requirements � Contracted Laboratory will conduct analysis on MRG sludge sample to determine elemental composition. Coast Guard is relying upon Laboratory knowledge and experience to determine methods and procedures that will produce best results. Analysis � While Contracted Lab will determine methods and procedures to produce desired results, following methods and guidance might be used in performing analysis process: FTIR � functional group analysis on contaminant and neat oils 2D GCxGC � analysis on contaminant and neat oils ASTM D5185- elemental analysis by ICP contaminant and neat oils FTM 3462 � Panel Coker Teat operating on blends of neat oils ASTM D2027- thermal stability on a blend of two neat oils Analysis Report � Contracted Lab will include in Analysis Report the following: Results of elemental analysis (i.e., composition of sludge sample) Opinion of likely cause of sludge formation Recommendation for an available solvent which might be effective in removal of this hard adherent sludge. Departure From Specification � Departure from the specifications will not be allowed unless there is a direct benefit to the Government. If the Vendor finds it necessary to change or depart from the applicable requirements, he must request permission to do so from the Contracting Officer (KO) at the earliest possible time. Requests by the Vendor for changes shall clearly describe the changes proposed, the reason for, and the advantages of the changes proposed. Also to be included is a detailed list of additional costs or savings (if any) that would result. If the proposed change involves the substitution of another material or method for one specifically required, the complete Specification(s) covering the requested method or material shall be submitted. Not Used 5.0 Period of Performance The final report of finding from the analysis is due no later than 45 days after award notice. Contractor shall contact the Asset Manager listed in section 8.2 of this document for prompt shipment of oil samples to be tested. 6.0 Notes 6.1 Potential Sources � Laboratories considered must be capable of meeting the technical requirements of this Specification as well as performing sample analysis within single/same facility.
