NOTICE OF INTENT TO SOLICIT DIRECTLY TO SMALL BUSINESS VENDORS (RFO FAR 12.201-1(c)(2)(i)) Solicitation Number: W9127N26QA047 Agency: Department of the Army Office: U.S. Army Corps of Engineers Location: USACE District, Portland Classification Code: H342 � Inspection � Fire Fighting/Rescue/Safety Equipment; Environ Protect Equipment/Materials NAICS Code: 541690 � Other Scientific and Technical Consulting Services Notice Type: Notice of Intent to Solicit Directly from Suppliers IAW. RFO FAR 12.201-1(c)(2)(i). This is a pre-solicitation notice, IAW RFO FAR 5.1. Synopsis: This is a special notice prepared in accordance with the Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) 5.1 �Pre-solicitation Notice.� The U.S. Army Corps of Engineers (USACE), Portland District intends to solicit this directly to small business providers as a firm-fixed-price service contract to procure a Fall Hazard Survey for Lookout Point Dam, Lowell, Oregon. This action will be a 100% small business set-aside. The statutory authority for this RFO FAR 12.201-1(c)(2)(i). A SOLICITATION WILL NOT BE POSTED The U.S. Army Corps of Engineers (USACE), Portland District intends to solicit this directly to small business vendors as a firm-fixed-price service contract to procure a Fall Hazard Survey for Lookout Point Dam, Lowell, Oregon. The NAICS Code: 541690 � Other Scientific and Technical Consulting Services. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they have ability to supply the required supplies meeting the government�s need. If no affirmative written responses are received by 11:00 AM PST on 24 MARCH 2026, the solicitation will be made directly to suppliers. Oral communications are not acceptable in response to this notice. A determination by the Government not to solicit this action on the System for Award Management (SAM.gov) is solely within the discretion of the Government, IAW RFO FAR 12.201-1(c)(2)(i). Electronic responses and questions shall be submitted via email to the contracting point of contact listed below.
