Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential sources capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. The Capability Statement shall be limited to 5 pages. The Government will not review generic marketing materials that do not address the information contained herein or the attached documents Responses to this notice shall include the following: a. Perry Point Veterans Administration Medical Center Boiler Program Development Package General intention: It is the General intention of the Perry Point VAMC Perryville, MD to services to make the following Boiler Program Development Package to assist the Perry Point VAMC in improving their boiler plant program: Create Site Specific Safety Device Testing Procedures and Documentation on high pressure and hot water boilers. Create Lock Out Tag Out Procedures/ Documentation on boilers, DA tank, condensate tank. Create Normal Operations Procedures. Create Emergency Operations Procedures. Provide Onsite Hands-on Training on the execution of new SOPs and other boiler plant related topics. Primary training focus will be on Safety Device Testing Procedures. Create a compliant boiler plant policy document. The Boiler Program Development Package will be applied to the boiler plant of building 315 Boiler House Road, Perry Point VAMC, Perryville, MD. Qualifications of Contractors: Contractors shall be equipped with all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910. Summary of work & material requirements: The following Boiler Program Development Package to assist the Perry Point VAMC in improving their boiler plant program: Overall Boiler Plant Policy Create Site Specific Safety Device Testing Procedures and Documentation on high pressure and hot water boilers. Create Lock Out Tag Out Procedures/ Documentation on boilers, DA tank, condensate tank. For High Pressure Boilers, Condensate Tank, and DA Tank Normal Operations Procedures Emergency Operations Procedures For High Pressure Boilers A Site-Specific Boiler Safety Device Testing Procedure for High Pressure Boilers Onsite Training on the execution of the new Standard Operating Procedures and other Boiler-plant related topics. Primary training focus will be on Safety Device Testing Procedures. Create a compliant boiler plant policy document. Deliver to Perry Point VAMC, 315 Boiler House Road Perryville, MD 21902. Only materials specified within this SOW are acceptable. No substitute will be acceptable nor are exclusions to this SOW permitted. Contractor will clean up any unused or waste material at the completion of service. Scheduling equipment downtime: The Perry Point VAMC boiler system is considered a mission essential system. Disruption of the boiler system will be minimized by restricting equipment outages. Equipment outage schedules will be at the sole discretion of the Perry Point VAMC contracting officer or technical representative.
