- Description
- The purpose of this amendment 01 is to: Add to PWS that the fuel being offloaded is microbially contaminated. Tank Group 6 returned a result of 3 colonies, equating to approximately 12,000 CFU/L. The composite sample did not show visible microbial activity; however, presence of biological growth is confirmed in the individual tank group. The lab completed a full B-1 analysis on the OKN samples. Most parameters are within spec. Notable observations include Particulates trending high at 8.7 mg/L (fail point is 10 mg/L). Color results showing an off-hue rating, indicating fuel darkening and potential early degradation. While not technically failing for clear & bright, the overall appearance is significantly darker than normal, reinforcing quality concerns. Add Questions and answers document. The Q&A are as follows: Just to clarify my understanding is the is fuel is microbially contaminated. Can you confirm this as the solicitation doesnt confirm that. Answer: Yes, the fuel is microbially contaminated. Tank Group 6 returned a result of 3 colonies, equating to approximately 12,000 CFU/L. The composite sample did not show visible microbial activity; however, presence of biological growth is confirmed in the individual tank group. Color results showing an off-hue rating, indicating fuel darkening and potential early degradation. While not technically failing for clear & bright, the overall appearance is significantly darker than normal, reinforcing quality concerns. Can you confirm project start and end date? Answer: Per the SOW, all work shall be completed by 23 January 2026. Work must be completed on weekdays in between 0700-1600. Due to the expedited nature of this requirement, we prefer that works start on January 15 to January 23,2026. Do you know if well be allowed to set up a frac tank system (nearby) at the base to offload the fuel and store it prior to pumping into our vac trucks to haul for disposal? Answer: As long as it fits outside the fire lane boundary on pier 3. Will the ship be pre-boomed by the USN or will we (as the Contractor) need to boom it off? Answer: Ship is currently boomed. The hours of operation state shipyard hours are 0700-1600, normally with over-the-water offloading, we are allowed to offload around the clock - can you please check this? Answer: We are only able to defuel during daylight hours. All other terms and conditions remain unchanged.
