- Description
- The New York District of the U.S. Army Corps of Engineers (USACE) intends to issue a solicitation package seeking to award a Firm Fixed Price (FFP) contract to for the Runway Approach Lighting System & PAPI at Pituffik Space Base, Greenland. This will be a competitive, Invitation for Bid Solicitation. General Conditions at Pituffik Space Base: The location of Pituffik Space Base limits exterior work to the months of June through September, although work is sometimes possible in May and/or October. Additionally, Pituffik's location demands that all supplies/personnel must be shipped /transported in/out via air/sealift. Pituffik Space Base is not a commercial air/seaport and there is no other access. Shipping schedules are dictated by Defense contracts, and materials and labor are not available locally. The region is glaciated, and the existing soil is generally permafrost, which exists from 1 to 6 feet below the surface to a measured depth of 1,600 feet. Winter temperatures average between 20 -30 degrees F below zero while average summer temperatures are between 40-50 degrees F above zero. One annual military cargo sealift departs from Norfolk, Virginia to Pituffik SB, on or about 1 July. There are two sealifts that leave from Copenhagen, Denmark to Pituffik SB, one in July & one in August. Airlifting any materials or equipment via military aircraft is very expensive and only normally allowed on an emergency-need basis. SUMMARY OF WORK The work includes new airfield improvement consist of the following but not limited to: a New ALSF-1 3000 ft approach lighting system to serve runway 26, Construction of River crossing bridge, an Instrument Landing System (ILS) and supporting infrastructure, new Runway Distance Remaining (RDR) signage, Precision Approach Path Indicator (PAPI) to serve runway 26, and a new Airfield lighting vault with Emergency backup generator including demolition of existing lighting vault. Optional work includes reduction in length of approach lights and associated airfield/site electrical cables. The work is estimated to cost between 10,000,000 and $25,000,000. It is the intention of the Government to award 2nd Quarter of Fiscal Year 2026 and the proposed work is anticipated to take place over approximately 3 years. Liquidated Damages of approximately $3,000.00 per calendar day of delay will be assessed to the contractor until all work under the contract is accepted as complete. This procurement is restricted to Danish and Greenlandic Firms only. SUBMISSION OF BIDS Bidders shall submit their bids no later than the time and date specified in Block 13 of the SF 1442 of this solicitation or the latest amendment (if applicable) as follows: The Bidder's bid shall be submitted electronically via Procurement Integrated Enterprise Environment (PIEE).
