- U.S. Customs and Border Protection (CBP) is conducting market research through this Request for Information (RFI) in an effort to identify potential sources for an anticipated future ongoing requirement for child caregiver services for CBP detainees classified as minor children, including minor children of family units and unaccompanied children, at multiple locations within CBP�s southwest border area of operations. This requirement is anticipated to be implemented using North American Industry Classification System (NAICS) Code 624410 (Child Care Services) with a small business size standard of $9.5M. CBP is seeking to identify sources who possess the capabilities to provide all services as specified within the attached draft Statement of Work (SOW) and to determine their availability, capability and business size status. If your entity may be interested in this requirement, CBP requests that your entity respond with the information requested below. As permitted by Federal Acquisition Regulation (FAR) Part 10, this is a market research tool being utilized for informational and planning purposes. Responses will assist the Government in the development of its acquisition strategy for a possible Request for Proposal/Request for Quote (RFP/RFQ), to potentially be issued at a later date, and in determining whether any type of small business set-aside is possible for this procurement or whether full and open competitive procedures should be utilized. If full and open competition is ultimately pursued, responses to this notice may be used to aid in establishing small business subcontracting goals. This notice shall not be construed as an RFP/RFQ or as any commitment or obligation on the part of the Government to issue a solicitation. Any proposals/quotations submitted in response to this notice will not be considered. No reimbursement will be made for any costs associated with providing information in response to this notice or for responses to any follow-up information requests from the Government. Response is strictly voluntary and it is not mandatory to submit a response to this notice in order to participate in any formal RFP/RFQ process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence future acquisition strategy. All interested entities will be required to respond separately to any future related solicitations/notices posted. SUBMISSION INSTRUCTIONS: Qualified entities shall submit a statement of interest on company letterhead demonstrating the firm�s qualifications to perform all requirements defined in the draft Statement of Work. Responses must be complete and sufficiently detailed to address the specific information. Additionally, the documentation shall address, at a minimum, the following: Company name and address; Unique Entity Identification (UEI) number and CAGE Code, as registered in the System for Award Management (SAM) at http://www.sam.gov/; Any affiliate information: e.g., parent company, joint venture partners, etc.; Any potential teaming partners and/or subcontractors that could potentially be utilized to fulfill the requirements of the draft Statement of Work; At least one company point of contact (name, title, phone number and email address); Business size status (i.e., small business or other than small business) under NAICS code 624410. If representing as a small business, please also indicate if your entity certifies as an entity under any of the small business socioeconomic contracting programs (i.e., 8(a), HUBZone, SDVOSB, or WOSB programs). Documentation of recent (within the past 3 years) past performance of relevant requirements similar in size and scope as those described in the SOW and/or under NAICS code 624410. No phone calls, faxes, etc. Responses must be received no later than Wednesday, January 14, 2026 at 5:00 P.M. Eastern Time (ET). Responses should clearly indicate the following in the email subject line: RFI Response: CBP Caregivers Services. Interested respondents must submit any questions concerning this RFI at the earliest time possible to enable CBP to respond. Questions must be submitted directly to the RFI CS at the email address indicated above. Respondents will not be directly notified of the results of this notice.
