- The Department of Homeland Security, United States Coast Guard (USCG), Surface Forces Logistics Center (SFLC), Contracting and Procurement Division (CPD), Branch 2 in support of the Ice Breaker, Buoy, and Construction Tender (IBCT) Product Line intends to issue a solicitation for Drydock repairs for CGC WILLOW. This dry dock availability has a requirement to overhaul the propeller and bow thrusters, under the supervision of an Origin Equipment Manufacturer (OEM) Technical Representative from Philadelphia Gear. This work will be covered as part of the drydock availability specification and will not be awarded separately. The Main Reduction Gear enables the vessel�s main propulsion system to move the cutter and maneuver during restricted movement operations in confined spaces including transit, mooring and buoy tending operations. OEM software, parts, testing equipment and services are necessary for this requirement. As the OEM, Philadelphia Gear, owns the technical data & design rights to manufacture and supply the parts and provide the services required. This equipment enables a critical system on the cutter to function. Failure to use the OEM parts and services could result in a catastrophic failure of equipment and compromise the mission and safety of the crew. The drydock specifications for the CGC WILLOW drydock will require the prime contractor to provide the services of an OEM authorized/licensed Technical Representative from Philadelphia Gear, certified for repair of the system/equipment stated above to accomplish the following on site: - Provide manufacturer's proprietary information, software, and tools pertinent to the equipment/system. - Assist with proper repair methods and ensure compliance with manufacturer's procedures and standards during disassembly, inspection, repair, modification, calibration, and reassembly of the equipment/system. At the present time, this work item will require the prime contractor to hire Philadelphia Gear/Timken to make these repairs. Philadelphia Gear is the only source for the necessary technical data and proprietary information to supply parts and perform services to maintain the Main Reduction Gear listed in the drydock specification for the CGC WILLOW. They are the original equipment manufacturer (OEM) and integrator (OI) for this equipment on the Coastal Buoy Tender (WLB). The Main Reduction Gear listed in the specification for this work items� parts have very tight tolerances, and the correct parts and assembly procedures are critical to their performance. There are no other firms that possess the manufacturer drawings, specifications, and other technical data or have access to the updates and technical bulletins which are pertinent to the maintenance of the propeller and bow thrusters. Under the authority of 10 USC 2304 (a)(1) FAR 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements. In response please include the following: (a) a positive statement of your intent to submit a proposal for this work as a prime contractor; (b) evidence/capability statement that sufficiently demonstrates qualification capabilities of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; and (c) capability statement shall include evidence that the company has access or will have access to Philadelphia Gear/ Timken's proprietary components, i.e. signed agreement with Philadelphia Gear/ Timken, licensing agreement, etc (d) past performance references with points of contact and phone numbers. This is a SOURCES SOUGHT NOTICE / REQUEST FOR INFORMATION; not a pre-solicitation notice or solicitation for proposals/quotations. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) determine if sources capable of satisfying the agency's requirements exists, (2) determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and (3) determine the commercial practices of company's engaged in providing the needed service or supply. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action. The US Coast Guard Cutter WILLOW (WLB 201) is a 225' seagoing buoy tender homeported at 1050 Register Street, Charleston, SC. Work list will include but is not limited to: drydocking of a vessel 225ft in length, inspection/maintenance and preservation of underwater body paint/hull/and buoy deck anchor chain, maintenance to rudder/propeller/thrusters and shafting. Cleaning of ballast/ sewage/ fuel tanks and piping. Renewal of sea valves and strainers. propulsion inspect and repair. There are approximately 93 Line Items. This source sought is solely to conduct market research for the Work Item titled � Main reduction gear repairs for this dry dock availability. A separate source sought will be issued for the drydock availability s ANTICIPATED DRYDOCK PERIOD OF PERFORMANCE: 04/072026 � 08/052026 (120 Day- Work item � Main Reduction Gear Repairs will be performed during this performance period) The applicable NAICS Code is 336611, Ship Building and Repairing, and the size standard is 1,300 employees. At the present time, the prime contractor will be required to hire Philadelphia Gear/Timken a sole source firm to overhaul the propeller and bow thrusters, under the supervision of an Origin Equipment Manufacturer (OEM) Technical Representative from Philadelphia Gear. The interfaces for the components were designed by Philadelphia Gear/Tinken and they consider the system interfaces proprietary. Under the authority of 10 USC 2304 (a)(1) FAR 6.302-1 only one responsible source and no other supplies or services will the satisfy agency requirements. If two companies are planning to conduct business and submit an offer as a Joint Venture or similar type of teaming agreement, they are requested to provide past performance information on projects of similar scope that they have performed together as a Joint Venture, if available. Providing individual past performance documentation from each company on separate projects where the two did not work together may be considered less relevant.
