- Description
- This is a non-personal services contract to provide the US Army Intelligence (USAI) with Badge & Credentials (B&C) Program Management Office support services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contractor personnel shall be accountable solely to the contractor who, in turn, is responsible to the Government. The contractor shall provide all personnel, supervision, and non-personal services necessary to perform B&C Program Support Services as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this PWS. In accordance with (IAW) Chapter 14, AR 381-20, the Commander, U.S. Army Counterintelligence Command is responsible for the US Army Intelligence (USAI) Badge and Credentials (B&C) Program. USAI B&C are only authorized to be issued to accredited CI Special Agents with the badge representing the limited law enforcement authorities of CI Special Agents. Rep Creds can be issued to any soldier or civilian with an intelligence specialty, based on a compelling mission requirement to identify oneself as a Representative of USAI. Rep Creds are commonly issued to Human Intelligence (HUMINT) personnel for identification in the performance of authorized strategic military intelligence missions. The B&C Program Office, Office of Professional Responsibility (OPR), Army Counterintelligence Command (ACIC), manages and enforces all aspects of the USAI B&Cs Program for CG ACIC to include maintaining documents, files, digital data and controlled materials in order to sustain 100% accountability of controlled materials, and verification of individual eligibility for issuance of USAI B&C materials. The contractor shall support CG ACIC as the Army�s central B&C repository for the issuance, control, storage, maintenance, retirement, accountability, and use of USAI B&C and Representative Credentials (Rep Creds). Support includes but is not limited to properly handling and administering CI B&C materials, responding to questions and developing briefings, assessments, reports, formal documents, and information papers for delivery to the government. The contractor shall support B&C Program Office in sustaining 100% accountability of all controlled materials.
