- This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The Naval Surface Warfare Center, Indian Head Division (NSWC IHD) intends to award a Firm-Fixed Price (FFP) purchase order using Simplified Acquisition Procedures for: Hesco ballistic plates. The Armed Forces of Tunisia requested brand name Hesco within the signed Letter of Agreement (LOA), which identified the specific part number. This solicitation will be competed as a Brand Name Mandatory Small Business Set-Aside. This announcement constitutes the only solicitation. Quotes are being requested under Request for Quotation (RFQ) no. N00174-26-Q-1012. The NAICS code is 339999 and the business size standard is 550. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2020-01 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20190531. This equipment has tested results that meet or exceed the U.S. Military and National Institute of Justice (NIJ) performance standards. Delay in procurement will negatively impact the Tunisia Armed Forces mission and could result in loss of life or severe injury. THE PREVIOUS PART NUMBER REQUESTED HAS BEEN DISCONTINUED. Part number HG-3810LPS-SA-LG has been discontinued and the replacement part is HG-3810B-MC-SH-S. Please see new requirement below. The subject Hesco Ballistic Plates are required in the following quantity and size: Qty: 120 Plates (60 pairs) Size: Small Hesco 800 Series, Shooters Cut, Multi-Curve - Shooter/Swimmer Cut buoyant Ballistic Plate Set, Front/Back Manufacturer: Hesco Part Number: HG-3810B-MC-SH-S This should support supporting FMS/BPC Case Tunisia, PB-P-LDZ. Market research was conducted in November 2025. The following factors will be used to evaluate quotes. The factors are listed in descending order of equal importance. All non-cost factors, when combined, are more important than cost; however, cost becomes more of a deciding factor of importance when Offerors receive similar ratings for the other factors.
