Description
THIS POSTING IS FOR ""SOURCES SOUGHT ONLY."" PLEASE DO NOT SUMBIT BIDS. While the DRAFT RFP package has been included with this post, the RFP has NOT yet been released. Interested Vendors should express their interest on the Interested Vendors List through this SAM.GOV posting or emailing the procurement specialist. SLAC SECTOR 11 UTILITIES � DESIGN-BID-BUILD The SLAC National Accelerator Laboratory (SLAC) is a U.S. Department of Energy, Office of Science (SC) laboratory that supports a large national and international community of scientific users performing cutting-edge research in support of the Department�s mission. This project aims to expand the Lab�s current infrastructure into Area 1 of Sector 11, located between North Gallery Road and North Access Road (see picture below). The area outlined in red reflects the approximate landing point for all utilities (electrical, storm, domestic water, sanitary sewer, and communications). The trench for the helium line will solely be installed from the wall of the Klystron Gallery, crossing North Gallery Rd. MINIMUM QUALIFICATIONS The Offeror�s General Contractor�s license has not been revoked within the past five (5) years. The Offeror�s company has not been debarred within the past five (5) years from working on any U.S. government contracts/subcontracts. Neither the Offeror�s firm, nor any of its owners or officers have been convicted of a crime involving the awarding of the contract of a government (U.S. Federal, State, and City) construction project, or the bidding or performance of a government contract. Offeror must have an established local office for a minimum of 2 years in the San Francisco Bay Area. The San Francisco Bay Area is defined as the following 10 counties: Santa Clara, San Mateo, San Francisco, Alameda, Contra Costa, Marin, Napa, Sonoma, Solano, and Santa Cruz Counties The Offeror must list any U.S. projects within the past five (5) years that have been terminated for default. The Offeror�s company cannot have any U.S. projects within the past five (5) years that have been terminated for default. The Offeror must have previous experience working at Department of Energy (DOE) and/or Department of Defense (DOD) Facilities SCOPE The work in this subcontract package shall include all management, oversight, labor, tools, materials, equipment, and other services needed to safely execute the work outlined in the attached BIO approved documents. Work shall be executed with minimal disruption to adjacent operational labs and in full compliance with SLAC, DOE, and ES&H standards. Provide polished concrete flooring (to be installed prior to the cleanroom being assembled) This scope of work includes a SLAC National Accelerator Laboratory-approved vendor to work with SLAC personnel to provide installation of the following utilities: electrical, sanitary sewer, storm drain, domestic water, and communications. The installation to be provided must include any civil and structural design required for the excavation, mounting, and installation of all piping, both above-ground or subgrade structures. The Subcontractor will be responsible for providing a design for tie-ins (to existing infrastructure, routing the utilities, extending from the gallery level up to the desired handoff point for future connections to be placed, and future hand-off points which may be valves, handholds, manholes, etc. Design and record drawings can be provided upon request. All utility pathways must have utility markers permanently placed over the underground lines at 25� spacing along the hillside for ease of locating. Any site visit must be coordinated with the Project Manager, who will coordinate with others as needed. Domestic water shall connect to the existing 10-inch domestic water mainline between Sector 12 and 13 in the North Gallery Road and run approximately 350 feet in a northern direction up the hill on the south side of the termination location on the south side of the site. Sewer shall connect to the existing 6-inch sewer mainline located at a new manhole to be placed between MH-60 and MH-61 between Sector 12 and 13 in the North Gallery Road and run approximately 350 feet. The routing for utilities will require the use of a utility bridge to cross over the seasonal drainage swale that runs from West to East, parallel with the LINAC. The bridge shall be elevated sufficiently above the existing swale to ensure that it does not reduce the hydraulic capacity. Utilities will be placed under the bridge to minimize UV degradation and then underground per trench and utility delineation and embedment requirements. HDPE shall be used for lateral domestic water and sanitary sewer connections. PVC will not be used above ground. DR will be 26 or thicker Electrical design can utilize the conceptual design referenced in attachments as a guide to developing a fully constructable routing. The following 4 sub points list the equipment that will be purchased and utilized for this project. The engineering firm must work with this equipment in creating a full and complete design. Install one (1) GFP Eaton ISG-SD 15 kV class solid dielectric outdoor pad mounted switchgear with two (2) load interrupting switches and two (2) fault interrupting switches built per SLAC drawings: B0090-E01-0151 and B0090-E00-0166, Specification Section 261330. Connect GFP pad-mounted switchgear to CUIR-5 overhead armored cable in tray. Run new 5"" RMC from termination box on the Klystron Gallery roof To pad-mounted switchgear. See single-line diagram on dwg. E500 for reference. Build underground concrete duct-bank with two (2) 5"" PVC conduits. Refer to drawings E500 and E502 for references. Furnish and install as shown three (3) NEMA-3R hinged door 36""x36""x18"" pull boxes. Run two (2) new overhead RMC in Klystron Gallery as shown. Provide structural support. Furnish and install a new 10�-long ground rod with test well and 4/0AWG bare Cu grounding conductors. Build a new 10'x10'x10' electrical manhole as shown on the design drawing E200. Build a new 8'x6'x8' electrical vault near CRMF substation mounting pad as shown on design drawing E200. Telecommunications will require 3 � 3� conduits to be installed for routing of fiber and coaxial cables from the gallery to the meet me point. A cemented open trench from the LINAC Northern wall crossing North Gallery Road, daylighting on the North side of North Gallery Rd. will be required for the future placement of helium lines. Only the engineering of the cemented open trench as well as the (recessed) steel plates to allow drivability over and future access will be required to be installed. The drain as called out in the design for the trench is to be installed under this project scope.
