- Sources Sought ***This is not a solicitation*** Synopsis The United States Air Force at Ellsworth AFB is conducting Market Research, in accordance with FAR Part 10, to identify possible sources for the leasing and associated maintenance of Washing Machines and Dryers, which will be leased for the Dormitories on Ellsworth AFB. The North American Industry Classification System (NAICS) code assigned to this acquisition is 532210. The business size standard is $47M. The Product Service Code (PSC) is W035. More specifications and detailed requirements are included in Attachment 1 entitled �Washer Dryer Lease SOW - Draft.� Please be advised Any information submitted by respondents to this Sources Sought is voluntary. This Sources Sought is issued solely for market research purposes, it is intended to assist the Government in determining the availability and technical capability of potential sources for the stated requirement. Responses to this Sources Sought Notice will be used only for informational and planning purposes. This Sources Sought does not constitute a Request for Proposal (RFP) or a Request for Quotation (RFQ) or any promise to issue an RFP or RFQ in the future. Furthermore, Ellsworth AFB is not currently seeking proposals and will not accept unsolicited proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This Sources Sought notice is not to be construed as a commitment by the Government. The Government will not pay for any information/administrative costs incurred by responding to this Sources Sought. All costs associated with responding to this Sources Sought will be solely at the responding party�s expense. All submissions will become Government property and will not be returned. The Government reserves the right to use information received for any subsequent procurement action. It is the responsibility of the interested parties to monitor SAM.gov for additional information pertaining to this Sources Sought. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent action. However, a small business set-aside decision has not yet been made. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a Department of War contract. Respondents will not be individually notified of the results of any Government assessments. The Government�s assessment of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small business or any small business program. Department of War email filters are designed to delete emails with suspicious content, attachments, and subject lines. Attachments with files ending in .zip or .exe are often not allowable and are often deleted. To ensure emails come through, it is advised that companies ensure only .pdf, .doc, .docx, .xlsx, or .xls documents are attached to your email. All other attachments may be deleted. It is also advised that correspondence include a subject line similar to �Sources Sought � Washer Dryer Lease.� Respondents should note the potential application of Limitations on Subcontracting (FAR 52.219-14) and the Non-Manufacturer Rule (FAR 52.219-33) to a future acquisition that may result from this Sources Sought. Respondents should consider how the primary tasks identified in this notice will be broken out between prime contractors and subcontractors and address subcontracting in their response, if applicable/necessary. Instructions All interested firms shall submit a capabilities package that explicitly demonstrates their capability to provide the requirement. The capabilities package should be brief and concise yet clearly demonstrate an ability to meet the stated requirements. This capabilities package should not be a quote or an offer; it should simply show the firm�s capability to fulfill the requirement. In your capabilities statement, please also include the following information, as desired and applicable. Briefly describe the capabilities of your facilities/people and the nature of the services/supplies you supply. Please include a brief description of your staff composition and management structure. Describe any experience you have on previous project(s) similar to this requirement. If the respondent has any past government projects, please include contract number, date, agency, and a brief description of the project (You do not need to include every contract you�ve ever done with the Government). It is the Government�s desire to maximize competition. As such, are there any specific details in the documentation we have provided that would preclude your company from being a viable solution to our requirement? If so, please specify which details.
