- U.S. DEPARTMENT OF THE TREASURY OFFICE OF TECHNICAL ASSISTANCE PROGRAM MANAGERS The U.S. Department of the Treasury, Office of Technical Assistance (OTA) provides technical assistance to developing and transitional countries in five functional areas: banking and financial services, budget and financial accountability, economic crimes, government debt and infrastructure finance, and revenue administration. OTA is seeking individuals to serve as full-time Program Managers under personal services contracts for its Washington, DC-based technical assistance program. Based on instruction from the Contracting Officer�s Representative (COR), and within OTA policy, the Contractor may work at OTA office space, the Contractor�s facility, and travel for temporary duty domestically and internationally. The Program Manager will be required to travel internationally approximately 25-30% of the time. Travel may be to countries with elevated threat levels, including potentially high/critical threat posts, as determined by the U.S. Government. SCOPE OF POSITION The Program Manager will work closely with the Associate Director, Senior Advisors, Program Officers, and Advisors to support the assessment, design, and monitoring, evaluation and learning (MEL) of the team�s technical assistance projects. The Program Manager�s work improves Program Team operations, oversight, communications, outreach, and program design; supports monitoring and evaluation responsibilities; and improves knowledge management. The Program Manager�s primary duties and responsibilities focus on the following areas: Program Management and Administration Team support and leadership Project budgeting and financial monitoring Program & project management Advisor orientation: Project Design, Monitoring & Evaluation Support Coordinate conceptualization and structuring of effective technical assistance projects Liaise with OTA�s MEL team during the assessment and design process External evaluation coordination Team Learning and Communication Team learning and knowledge sharing, including annual Team Engagement Plan and Communities of Practice (COP) Team conference planning Technology and collaborative tools Strategic communications QUALIFICATIONS The Program Manager must have proven experience managing multiple administrative tasks in a demanding, time sensitive work?environment. A successful candidate will have experience working in foreign assistance in developing and transitional economies, including international technical assistance coordination, budget development, and monitoring and evaluation. Required knowledge and skills include: Project design: experience in assessing technical assistance programs in developing economies, designing impactful interventions, developing project activities, formulating logical frameworks, establishing monitoring and evaluation goals and indicators of success; and formulating budgets, including basic budgetary and financial management principles. Resource Management:?Ability to determine detailed requirements for funds, workforce, facilities, equipment, supplies, and services within available resources. Experience with budget development and execution. Communication: Proficiency in oral and written communication, including exceptional ability to translate technical concepts into clear, accessible language for non-technical audiences. Systems Proficiency:?Skilled in management tools, software or systems, word processing, spreadsheets, and information sharing systems like SharePoint. Demonstrated ability to apply these applications to address specific organizational needs and improve knowledge management. Independence and Teamwork:?Ability to work independently and as a team member, take initiative, meet deadlines, and be flexible and adaptive. Organizational Skills:?Excellent time management and organizational skills, with the ability to manage multiple tasks accurately and prioritize effectively. Additionally, the Program Manager should possess these skills: Interpersonal:?Ability to interact effectively with decision-makers, technical specialists, counterparts and staff. Information Management:?Skilled in handling large volumes of information. Judgment and Analytical:?Ability to explore and present various facets of policy or administrative issues and exercise judgment in all phases of analysis. Time Management:?Ability to work effectively under tight timeframes and rigid deadlines across multiple projects. Problem-Solving:?Knowledge and skills to analyze, evaluate, research, and solve problems, and articulate the best approach to resolving issues. Negotiation:?Ability to effectively negotiate the Program Team�s interests across a wide range of specialists � advisors, MEL team, budget and logistics. In addition to the above skills, best qualified candidates will also possess: Subject Matter Experience: Knowledge related to at least one of OTA�s five functional areas: economic crimes, government debt and infrastructure finance, budget and financial accountability, banking and financial services, and revenue administration. International Experience: Work experience in the public, private, or non-profit sectors, particularly in developing/emerging markets, including direct experience designing, administering and managing international technical assistance/foreign assistance projects. Financial/Economic: Familiarity with public financial management, financial sector development, capital markets and/or related economic development concepts.? Education: Bachelor�s degree. Exceptionally well-qualified candidates will have a master�s degree in public administration, international affairs, or other relevant subject matter. SALARY: In accordance with program regulations and based on demonstrated salary history, the current hourly rate is from $57.78 to $89.65 per hour. Background checks and Security Clearance: Secret Candidates will need to be eligible to obtain and maintain appropriate level of security clearance.
