The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 09, hereby provides notice of its intent to award a sole source, firm-fixed price contract for the product/service listed below to a� service-disabled veteran-owned small business, Melling LLC, headquarters out of Alexandria, Virginia. The contract is expected to be awarded under the authority of FAR Overhaul 12.102(a) for acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision. A Sole Source Justification for Other Than Full and Open Competition has been prepared. The anticipated award date is no later than 01-17-2026. The contractor will provide the product/service listed below to the place of performance listed on the cover page of this notice. This is a sole source requirement. Lt. Col. Luke Weathers Jr. VAMC Optometry Services is requesting a replacement Soniquence Smooth Wave i100 unit and accessories for the eye clinic. This equipment will allow the service to continue with the removal of benign periocular and eyelid pathologies. The equipment is used to cut tissue and control bleeding during surgical procedures by delivering high-frequency electrical energy to body tissues. The Soniquence Smooth Wave i100 is a radiofrequency unit for the precise cutting and coagulation of skin lesions with minimal thermal damage. The Smooth Wave generator uses a 4.0MHz output frequency that is over 8 times greater than that of electrosurgical devices. Soniquence generators create microscopic lateral heat while cutting and coagulating, thereby protecting surrounding tissue from unwanted thermal injury. The equipment uses RF filtering that automatically matches tissue impedance from 50-2000 ohms thereby providing consistent results through various soft tissue (skin, fat, mucosa, gingiva, etc.). Three distinct modalities include Monopolar, Bipolar, and Bipolar Turbo. There are no other units on the market that can perform the same tasks using this technology. Market research was able to identify domestic commercial products that can meet this requirement. Research shows that the requested Smooth Wave i100 unit is manufactured by Soniquence. Research reveals that the equipment can be procured through Melling LLC (SDVOSB). A sole source letter was provided. (SBA Small Business Size Standard: 1,000 Employees) PSC: 6515 Medical and Surgical Instruments, Equipment, and Supplies. THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement and may submit a bid, proposal, or quotation (as appropriate) that the agency shall consider within the given closing/due date of this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award and must submit a current authorized distributor letter from the manufacturer.
