- 12/18/2025 - Amendment 2 to the solicitation has been issued to answer the below questions: Estimated quantities / material types. Are there any estimated quantities (e.g., tons/yds�), photos, inventory lists, or known categories of debris/material (scrap metal vs mixed debris vs trash) available to support pricing. Answer: Amendment 1 to the solicitation was posted on 12/16/2025 which updated Attachment 5 with twenty-six (26) pictures of the lot. Known site hazards / underground conditions. Are there any known underground hazards (e.g., tanks, pits, contaminated soil, buried debris) that the Government is aware of? If encountered during performance, what is the required protocol (stop work, isolate area, notify COR/CO, etc.)? Answer: There are no known site hazards. The requirement is to clear the visible material on the lot. Per the Performance Work Statement (PWS) The Contractor will report finding any Hazardous Material (HM) to the DLA Disposition Services COR. DLA Disposition Services will be responsible for the disposal of HM. 50-mile requirement scope. Does the 50-mile radius requirement apply to all waste streams (including landfill and segregated wood/cardboard/paper disposal), or only to the shredding/mutilation step? Answer: All work, including property destruction, recycling, and disposal, must be performed at facilities located within a 50-mile radius of DLA DS Susquehanna (5450 Carlisle Pike Bldg. 206s, Mechanicsburg, PA 17103). Witnessing of destruction. If a Government representative is unable to physically follow/witness every load, is remote witnessing (live video/recorded evidence along with weight tickets and destruction documentation) acceptable? Answer: A DLA Disposition Services Representative must follow and verify destruction. Site access process and restrictions. What is the site access process and typical lead time for badging/visitor access? Are there any restrictions on vehicles/equipment that we should plan for? Answer: The material to be cleared is on a third-party site, the Government will coordinate site access. Given this is not a U.S. Government location, there are no badging / formal visitor access procedures. 12/16/2025 - Amendment 1 to the solicitation has been issued to include the below information: Attachment 6 has been added with the scrap lot dimensions. Attachment 5 has been updated with additional pictures of the lot. DLA Disposition Services Harrisburg Site Cleanup This is a combined synopsis/solicitation for commercial items/services prepared in accordance with FAR Part 12. The required equipment is per the attached specifications, including its delivery timeframes. The procurement is under NAICS 562119 with a size standard of $47 million. The requirement is a small business set-aside. The following clauses will be included in the award: FAR 52.212-4, Contract Terms and Conditions Commercial Item; FAR 52.212-5, Contract Terms and Conditions required to implement statutes or Executive Orders Commercial items. Offeror must submit Representations and Certifications (FAR 52.212-3). If an offeror has completed the annual representations and certificates electronically the offeror shall complete only paragraph (b) of this provision. Quotes are to be received no later than 1:00 p.m. Eastern Standard U.S. Time on the above specified date, via email only to the designated Contracting Officer. See Attachment for the Price Schedule and Specifications/Additional Terms. All contractor performance shall be in a safe manner, and in compliance with all applicable Federal, state, and local laws and regulations, and all installation policies. Any/all required documentation and service-related requirements including installation access are the responsibility of the contractor, with coordination as necessary with the site POC.
