Description
The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), Office of Acquisitions (OA) intends to award a purchase order without providing for full and open competition to Revolutionary Solutions LLC - 6417 Colchester RD Fairfax Station, VA. This procurement is for a continuation of services for two Metabolic Kitchen Cooks for the Obesity and Diabetes Clinical Section (ODCRS). These services will be performed onsite within ODCRS, Phoenix Epidemiology and Clinical Research Branch located in Phoenix, AZ. North American Industry Classification System (naics) Code The intended procurement is classified under NAICS code 541990 with a Size Standard of $19.5 million. Regulatory Authority The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2025-06 effective October 1, 2025. This acquisition is conducted under the procedures as prescribed in FAR Subpart 13.106-1(b). Statutory Authority This acquisition is conducted under the authority of 41 U.S.C. 1901 � Simplified Acquisition Procedures. Period of Performance: January 1, 2026, through December 31, 2026 This will be a Firm Fixed Price Order Objective: Metabolic Kitchen Cooks are essential for the proper functioning of the Obesity and Diabetes Clinical Research Section (ODCRS) in the execution of various study protocols. The ODCRS conducts research involving nutritional assessments and diet interventions, energy expenditure, fitness testing, energy intake, and excretion. The studies in ODCRS require inpatient and outpatient participants to follow highly controlled diets that are tailored to specific study protocols. The Metabolic Kitchen Cooks will ensure accurate preparation of meals adhering to the precise caloric and nutrition requirements established by the Principal Investigator. The role of the Metabolic Kitchen Cooks is critical in ensuring that the dietary needs of participants in these studies are met with precision, consistency, and high standards of safety and nutritional integrity. Metabolic Kitchen Cook is not just a general food preparer but a specialist who must understand the specific nutritional requirements of clinical research protocols. Clinical research requires an extremely high level of consistency in the diet as deviations can affect study outcomes. The Metabolic Kitchen Cooks will be responsible for maintaining rigorous quality control over the food preparation process, including the correct measurement of ingredients, accurate portioning, and ensuring the highest standard of hygiene and safety. General kitchen staff services would not have the necessary depth of knowledge to modify and adapt the menu based on study protocol adjustments, which are common in clinical research. Especially studies that track metabolic data over extended periods, require consistent, long-term commitment to meal preparation. These studies often span several months or even years, with specific dietary regimens tailored to each individual participant. The Metabolic Kitchen Cooks role is to maintain continuity and stability in this process, ensuring consistency in the preparation and delivery of meals that align with the evolving protocols. The position of Metabolic Kitchen Cooks cannot be easily substituted because it requires a unique combination of skills, expertise, and flexibility that is essential for the accurate, safe, and effective execution of clinical research protocols. The role is critical to ensuring participant safety, protocol adherence, and scientific integrity in the ODCRS studies. Closing Statement Revolutionary Solutions, current Metabolic Kitchen Cooks have demonstrated the ability to prepare precision diets tailored to specific research protocols, ensuring accuracy and consistency in meal preparation, which is critical for research validity and participant safety. These Metabolic Kitchen Cooks have been able to align with the specialized dietary requirements of clinical research studies. These Metabolic Kitchen Cooks� experience in nutrition-sensitive environments, including working in controlled diet preparation, makes them uniquely qualified to handle the needs of ODCRS� protocol studies. These Metabolic Kitchen Cooks are an integral member of the multidisciplinary research team, working alongside clinical researchers, nutritionists, and other specialists. Continuing with these current Metabolic Kitchen Cooks from Revolutionary Solutions is an essential step in maintaining the integrity, efficiency, and success of the Clinical Research Unit�s ongoing metabolic studies. The Revolutionary Solutions Metabolic Kitchen Cooks have demonstrated the ability to work closely with multidisciplinary research teams, including clinical researchers, dietitians, and other specialists to ensure that the dietary needs of clinical study participants are met in real-time. Their ability to communicate directly with the study�s principal investigator(s) and adjust meal plans as required ensures that all participants receive meals aligned with the study�s goals. These Metabolic Kitchen Cooks also understand the importance of timing, flexibility, and collaboration when it comes to providing food for clinical studies, which is key to ensuring the success of long-term and complex protocols. Revolutionary Solutions, LLC�s Metabolic Kitchen Cooks specialized knowledge, flexibility, and capacity to collaborate with multidisciplinary research teams ensures that the needs of both participants and researchers are met, making them an ideal sole source for continuing to support ODCRS�s dietary and nutritional needs. These Metabolic Kitchen Cooks are fully integrated into the existing research team and workflow, understand the specific software and documentation required for meal tracking, and are familiar with the specialized kitchen equipment standard operating procedures. Training two new Metabolic Kitchen Cooks to the required standard would incur significant costs in time and funding and potentially cause unacceptable delays in the ongoing clinical studies. It would also have a detrimental impact on ODCRS Clinical Research Unit�s ongoing protocols leaving the unit to work out a four-person rotation with only two Metabolic Kitchen Cooks resulting in inconsistent meal quality or difficulty in maintaining long-term dietary requirements or intermittently pause and stop studies which would ultimately impact the success and integrity of long-term studies. As ODCRS continues to have a steady volume of participants throughout the year it would be beneficial to continue with the services of the two current Metabolic Kitchen Cooks through Revolutionary Solutions. This is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties� bona-fide capabilities for fulfilling the requirement.
