Description
MARKET SURVEY FOR THE PROCUREMENT OF A NEWLY DESIGNED TEST STATION TO REPLACE THE CURRENT FAA ENROUTE SHOP ARSR4 POWER AMP MODULE TEST STATION (PAMTS) WITH FUNCTIONS SIMILAR TO THE EXISITING TEST STATION. THIS REQUIREMENT WILL INCLUDE THE DEVELOPMENT OF A NEW INTERFACE ADAPTER AND FIXTURE WITH TEST/REPAIR SOFTWARE AND PROCEDURES NEEDED TO TEST THE TWO (2) ARSR4 POWER AMP MODULE (PAM) BOARDS TO THEIR REQUIRED SPECIFICATIONS. THIS MARKET SURVEY IS TO ASSIST WITH DETERMINING COMMERCIAL AVAILABILITY IN DESIGNING AND DEVELOPING THESE REQUIREMENTS. THIS TEST STATION IS USED PRIMARILY TO PROVIDE THE FEDERAL AVIATION ADMINISTRATION (FAA) WITH THE ABILITY TO TEST AND REPAIR THE PAM BOARDS IN SUPPORT OF ARSR4 RADAR SYSTEM. This is a market survey for information and comments from industry that will aid in the formation of an acquisition strategy that outlines plans for the design of a Power Amplifier Module Test Station (PAMTS) and the development of a fixture and interface adapter alone with test software and repair procedures needed to support the ARSR4 power amp module (PAM) boards and PAMTS. This replacement unit is a crucial component of the FAA Depot support for the ARSR4 in the NAS. At this time the nature of the competition has not been determined. Results of the market survey will enable the FAA to make a determination for full-and-open competition or set-aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially-and-economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest, capabilities, and rough orders of magnitude (cost estimates) from businesses interested in and capable of providing the required material and services per the requirements/specifications listed. Respondents to this market survey are encouraged to provide comments regarding the government�s approach to this requirement. The NAICS CODE for this requirement will be 335311 - Power, Distribution, and Specialty Transformer Manufacturing with a Small Business Size Standard of 800. Interested vendors should include the following information along with their submission: Capability Statement - This document should identify: Previous contracts and awards for the design and manufacture of similar equipment (elaborate on quantities, dollar amounts and provide detailed information and past performance). Number of years in business. List existing government contracts that are available to provide requested item. Expected programmatic approach (in-house, teaming, subcontracting, etc.) - Respondents must provide their strategy for providing the specific Power Amplifier Module Test Station (PAMTS) and fixturing plus test/repair procedures for PAM Boards. If respondent plans to team with a partner, they must identify the percentage of work that will be done by eligible small, service- disabled veteran-owned and 8(a) certified businesses.
