- The Defense Logistics Agency Family & Morale, Welfare, and Recreation (MWR), a nonappropriated fund instrumentality (NAFI) of the Department of the Army, invites contractors to submit responses to this Request for Information (RFI) to provide a fireworks display show aboard Defense Distribution Center Susquehanna, New Cumberland, Pennsylvania. This RFI is issued in accordance with Army Regulation 215-4 to gather information to assist in planning for potential future procurement. The successful vendor shall provide all labor, equipment, materials, and expertise necessary to design, set up, execute, and clean up a professional fireworks display for the FMWR Susquehanna Summerfest 2026. The fireworks display shall be designed to be a spectacular and memorable experience for the anticipated audience. Performance Requirements: Date and Time: July 2, 2026, at 9:00 PM (rain date July 3, 2026). Location: Defense Distribution Center Susquehanna, New Cumberland, Pennsylvania. Specific launch site location to be determined and coordinated with DLA MWR and DDC Susquehanna Safety Office. Audience: Approximately 3,000-3,500 people expected to attend. Duration: The fireworks display should be approximately 20-30 minutes in duration. Design: The display should be professionally designed to incorporate a variety of effects, colors, and patterns. Consider integration of music for enhanced dramatic effect. Suggestions for celebratory themes or integration of the 250th anniversary are encouraged. Safety: Safety is paramount. The vendor shall be responsible for all aspects of safety, including but not limited to: Compliance with all applicable federal, state, and local regulations regarding the storage, handling, transportation, and firing of fireworks. Securing all necessary permits and licenses. Providing adequate safety barriers and security personnel to protect the audience and property. Developing a comprehensive safety plan that addresses potential hazards and emergency procedures. Providing proof of insurance, including liability coverage. Clean-up: The vendor shall be responsible for thoroughly cleaning the launch site and surrounding areas after the display. 5.0 Response Instructions Interested parties are requested to submit a written response to this RFI. The response should be clear, concise, and well-organized.
