- Amendment One is to answer the following question: QUESTION: We have worked on many control panels and have even re-engineered a few when no OEM support was available. If available, can you provide any additional background information on this unit, cross reference, OEM, purchase history, etc. as the part number is currently not displayed in NSN Now or parts base.com? We would like to check our repair history and drawing database for reviewing this opportunity. ANSWER: Hoist control panel part number 80-25002-003-NVG is an older version from Electrospace Systems, Inc. that is still in use but is no longer procurable. A new version manufactured by Breeze Eastern (the Original Equipment Manufacturer (OEM) of the Rescue Hoist Assembly) is also in use. Attachment 1, which is a copy of the Component Maintenance Manual (CMM) for this part number covers parts and repair procedures. The panel is primarily electrical control with a variable hydraulic valve that controls the speed of hoist assembly pay out/retrieve. One of the problems with this panel that no one seems to be able to figure out is some of the hydraulic valves �creep� in that in the �null� position, the hoist assembly will still be rotating either up or down, the newer version of the hoist control panel from Breeze has the same problem with a different part number valve. The request for information (RFI) for repair of this is not targeting a solution for the creep problem, there are plenty of the Not Ready For Issue (NRF)I panels that don�t have the creep problem. As far as not finding a National Stock Number (NSN), it is because there was never a NSN assigned to the part, as the USCG is the only user of either version. _________________________________________________________________________________________________ The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Short Range Recovery (SRR) Product Line is seeking qualified contractors with the facilities, equipment, skills, knowledge, and resources required to repair and/or major repair the MH-65 Hoist Control Panel. Service will be required to be performed in accordance with (IAW) the most up to date Original Equipment Manufacturer (OEM) Breeze Eastern LLC�s Component Maintenance Manual (CMM). The contractor shall be required to perform all repair and/or major repair activities IAW the OEM�s technical requirement. This is not a request for quote or proposal. This request for information (RFI) is for market research purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement for quotes, and no contract will be awarded from this announcement. This RFI notice has been issued to survey the market to assist the USCG in determining potential sources. All contractors responding to this RFI notice are advised that their response to this notice is not a request to be considered for a contract award. The USCG ALC SRR Product Line requests capability statements from interested contractors for the purpose of identifying qualified sources capable of repair and/or major repair services for the item below in accordance with the OEM Manual. The Nomenclature, National Stock Number (NSN), and Part Number (P/N) are listed below: Nomenclature HOIST CONTROL PANEL NSN 1680-01-HS1-3011 PN 80-25002-003 Please respond to the following questions in addition to submission of your company�s capability statement: 1. Is your company the OEM or OEM Service Center certified? 2. Is your company capable of performing repair and/or major repair for the Part Number identified above? 3. Can your company provide the required documentation as follows? Potential offerors must possess and be capable of maintaining and/or providing the following documentation: a. Federal Aviation Administration (FAA) Part 145 Repair Station Certificate, or: b. European Aviation Safety Agency (EASA) Part 145 Repair Station Certificate equivalent, and: c. A certification or letter as an OEM approved Maintenance Repair Facility. 4. Does your company have the ability to obtain OEM separately priced replacement parts? 5. Is your business a large or small business? If small, define your company�s socioeconomic classification. 6. If your company is a small business, are you capable of performing at least 50% of the work, in order to comply with Federal Acquisition Regulation (FAR) Clause 52.219-14, specifically 52.219-14(c)(1), �At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.� Does the company send out work to subcontractors? If so, how much work and what type of work is subcontracted? 7. What is your company�s estimated lead time for the repair and/or major repair of these items? 8. Does your company offer warranty on repairs? If yes, what is the standard warranty? 9. Is this work exempt from the Service Contract Labor Standards or does it apply? State the exemption if applicable. 10. Where is your Maintenance Repair facility located? After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on SAM.gov website. Responses to this RFI synopsis are not adequate responses to any future announcement. All interested offerors will have to respond to the solicitation in addition to responding to this RFI synopsis. Responses to this RFI synopsis are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation. Reimbursement will not be made for any costs associated with providing information in response to this announcement and any follow-up information requests.
