- Pre-Solicitation Notice Notice of Intent to Sole Source Per FAR 5.203, this is a Notice of Intent of a proposed contract action to sole source. This is not a solicitation. The U.S. Army Corps of Engineers intends to negotiate a sole source modification to a contract with Massman Construction Co, 4400 W 109th St. Suite 300, Overland Park, KS 66211-1319, for the emergency replacement of a downstream guide cell at Lock and Dam 25 in Winfield, MO. The contractor will provide materials and labor to reconstruct a failed guide cell. Since the intent is to procure this on a sole source basis, no solicitation will be posted to Contracting Opportunities SAM.gov. The authority for this action is FAR 6.302-2 Unusual and compelling urgency. NAICS: 237990 � Other Heavy and Civil Engineering Construction Small Business Size Standard: $45,000,000 Interested persons may contact the Contracting Officer by email at whitney.r.dee@usace.army.mil regarding this procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
