Amendment Important Reminders and Q&A The deadline for quote packages remains 12pm MST/2pm EST on Friday, December 19th, 2025. All quote packages must be received by the deadline. Vendors are STRONGLY encouraged to read the full original solicitation regarding the required information and documentation that must be included in their quote package. Failure to provide ALL information requested may result in a vendor not being considered for further review and/or award. Due to this requirement being set-aside for SDVOSB specifically, Limitations on Subcontracting does apply. Vendors will need to read and complete VAAR 852.219-75 regarding their ability to meet subcontracting limitations as part of the mandatory documents for their quote package. The following questions were asked prior to the deadline for questions. Interested vendors are strongly encouraged to review all questions. A follow up email may be sent to stephanie.cahill@va.gov for clarification if the questions below are not satisfactorily answered. Do the cabinets that are bolted to the wall get removed? Yes If the Cabinets are required to be removed, who is responsible for patching and painting? The contractor is responsible for the safe removal of all wall-mounted items without incurring any additional damages to the existing wall surfaces. The contractor is not responsible for the repair of damages incurred because of mounting hardware used during installation. The contractor is responsible to repair, at contractor expense, any damages incurred because of contractor related removal efforts. � Does the wall art get removed? Yes Do appliances get removed? No The raised flooring in the mail room, does this get removed? No Can we use both first floor front and back exits to remove furniture? Yes, both doors can be used. Note, it is the contractor s responsibility to ensure that the main entrance flooring is not damaged in any way. Any damage as a result of contractor action with be at the contractor s expense to repair or replace. � � Do we have full access to the parking area for our containers? The contractor provided dumpsters can be placed along the front parking lot (west side of the building). The same parking lot continues to wrap around the building to the southwest and this space is provided for dumpster parking if needed. What is the process if the elevator or elevators go down? Contractor will need to use the fire stairwells. Is this a Certified Payroll project using Davis-Bacon Act? This project is not categorized as a construction project. Therefore, we do not anticipate Davis-Bacon Act would apply. The Government does not anticipate requiring the prime vendor to submit any certified payroll information. However, Limitations on Subcontracting (LOS) does apply to this requirement since it is set-aside for SDVOSBs. Vendors must review the LOS document very carefully and complete it to include in their quote package. Is it acceptable for proposals to submit a single consolidated proposal with four (4) sections corresponding to the quote requirements and Evaluation Factors?� Yes, vendors are welcome to submit all information in the format they feel is best. However, vendors must ensure all requested information and documentation is easy to identify when the Government is reviewing. Can you please clarify the timeline requirements regarding Volume 1 and IV referencing a Project Service Timeline ? Each vendor must provide an overview of their plan to complete the work on the project that must occur within 1/26 2/6/2026. The information can be broken down into what work is planned to be accomplished each day of the project. We understand things may change after award during post-award discussions but we do need some form of documentation that the vendor has a tentative plan in place to successfully complete this project within the allotted time. Can you clarify how technical capability and quality of services offered will be evaluated?� Will there be a rating assigned to Factor 1? No ratings will be assigned. However, vendors are encouraged to provide as much information as possible to support their claim that they are capable of meeting the project deadlines and all requirements included. Vendors might provide information on their plans for the disposal (how big the dumpster is, how often it will be emptied, etc.) as well as how many employees will be onsite each day, and other logistics that should be planned by the vendor in order for them to be able to generate an accurate quote for this project. Can you please confirm that all furniture must be disposed of through recycle and transfer stations. No resale, recycling, or donations allowed? All government property must be destroyed and disposed of properly. The contractor is prohibited from reselling, donating, or utilizing government property without the expressed, written, consent of the Contracting Officer Representative (COR) prior to any such action. Destruction means destroying an item in a manner in such a way that the item can no longer be utilized for its original, intended, purpose. Recycling: Recycling is not a requirement. It is the contractor decision if recycling is in their best interests. Can you please confirm that all built-in cabinetries must be removed unless there is a sink? Yes. This is correct. We anticipate that the government would benefit from extending contractor work hours Monday through Friday and possibly adding Saturdays as a working day. Is this within the acceptable capability for government representative(s) accommodation and oversight? Vendors should plan to work within the hours and days indicated in the solicitation. However, some flexibility might be available depending on numerous factors. This can be addressed with the awardee during the post-award discussions. Would you please confirm that all building occupants will have vacated the building and removed all property not specified in the PWS? In other words, will the contractor have exclusive use of all areas of the building necessary to perform the removal and disposal tasks? Only the VA POC and contractor provided personnel should be in the facility during the period of performance for this action. However, the Government cannot guarantee 100% vacancy as there are numerous departments working on transferring over to the new facility. Since this is a permanent transfer to a new facility, any items leftover once this project starts is likely to need to be removed and disposed of by the vendor. However, a VA POC will be onsite at the facility during the project, if there are any IT-related items found, the VA POC should be notified immediately since the VA will be removing them. Can you please clarify the deadline? Is the reference to MST correct? Yes, the deadline is 12pm MST or 2pm EST on Friday, December 19th, 2025. How many people are allowed onsite at one time? Contractor shall provide, operate, manage, and maintain sufficient personnel based on workload to accomplish all assigned tasks for this requirement. The Contractor shall ensure that contractor provided employees have the technical capability to disassemble, carry, remove, and dispose of all types of furniture. � Total number of employees needed to perform the work is a contractor determination. During yesterday s walk-through with Lindsey Peace, we were unable to view the basement or its equipment. Since these areas were not included in the Combined Synopsis/Solicitation, their condition remains unknown to us. Aside from the items listed in the provided Atlanta Excel sheet, we lack visibility on the basement assets. Is it possible to schedule a return trip to view the basement? Unfortunately, this project needs to be completed on 2/6/2026 and there are several steps still needed in order to get this awarded. As a result, we are unable to offer another site visit. Vendors should reference the information provided and generate their quote to the best of their ability based on the information they have. Are cubicle systems required to be fully disassembled, or may they be removed in sections? There are no specifications on this the vendor may determine the best method with the final result being the furniture is completely removed from the facility. The vendor remains responsible to safely disconnect all electric whips prior to disassembly. Are there any items excluded from removal (e.g., IT equipment, wall-mounted fixtures, safes)? This project should be the last step for final, official move-out of the facility. Therefore, there should not be anything other than the furniture in the building that needed to be removed. The station POC will let the vendor know during the project if anything still needs to be removed such as IT equipment which would be removed by the VA s IT team. Will furniture be grouped/staged prior to removal, or is removal required from individual offices? There will be no staging or grouping of furniture. The vendor will be responsible for going through each floor and each office/area to ensure the furniture is removed and disposed of. Are there specific disposal or recycling requirements (e.g., metal recycling, landfill restrictions)? Recycling is encouraged but not required. Recycling of the metals is to the vendor s benefit, but recycling is not mandatory. Is documentation of disposal/recycling required with the invoice? No. Vendors may choose to recycle but the Government will not require documentation. Proof will be the absence of the furniture from the site. The station POC will be able to observe this work being done. Are there restrictions on disposal facilities (VA-approved or local only)? No restrictions that we are aware of. Vendors should use their best judgement to complete this project responsibly.� Is removal of fasteners, anchors, floor plates, or adhesive residue required? Anything associated with the furniture such as fasteners and anchors should be removed along with the furniture itself. The goal is to leave facility as empty as possible for the owner of the building to be able to easily prepare the space for the next tenant. Are there height, weight, or equipment restrictions for elevators or hallways? Height of the door openings were provided in the solicitation Weight: 1200 pounds max Equipment restrictions: Nothing should be loaded that would cause damage to the elevator. Hallways should be prepped to allow safe movement of furniture and equipment without damage to the area. PWS 5.0- Risk Control and Safety Measures outlines the requirements for protecting the facility-specifically the main entrance flooring. Will the Government provide access badges, or must the contractor escort all personnel? A VA employee will be onsite for each day of the project and would be the escort for all personnel onsite. Are there parking restrictions for box trucks or dumpsters? The employees at this location would have moved to the new facility already. As a result, there should be no issues with parking during this project. Are background checks or PIV credentials required for contractor personnel? There is no patient, staff, or other information located on site. Therefore, security checks are encouraged by the Contractor but will not be inspected by the Government. A Project Manager (PM) shall be onsite for the duration of each day for the project and shall be responsible for their team s conduct and progress. If so, what is the lead time to obtain approvals? N/a Are there any restricted areas that require advance coordination? None. The building has been emptied of employees and sensitive information. The PM should communicate with the VA POC to ensure the area they will be working in is fully opened. Is the completion date of Feb 6, 2026 firm, or is there any flexibility? Will the Government allow phased completion by floor or area? Per the solicitation all work MUST be completed no later than 2/6/2026. The Contractor may finish the project earlier but shall not exceed 2/6. The Government has not specified the order the work must be done in. The vendor should provide an estimated timeline overview as part of their quote package but one way is not preferred over another. Will VA staff be available to unlock rooms and supervise access during removal? Per the solicitation VA POC will be onsite each day of the project to facilitate access to the building although the PM will be responsible for overall project supervision. What constitutes facility damage versus normal wear? Facility damage is significant and/or noticeable damage/alteration due to negligence, carelessness, misuse, or avoidable accidents (large holes, deep stains, broken fixtures, etc.). Both the VA POC and the Contractor are each encouraged to take pictures of the areas prior to starting work in order to provide documentation at a later date if needed. Is the contractor responsible for minor wall or floor repairs caused by removal? Unavoidable damage must be communicated to the VA POC in advance and should receive confirmation to proceed before starting the work that would cause the minor damage/alteration. Are there specific insurance limits required beyond standard VA contracting requirements? No specifications on insurance. The Contractor shall be responsible for repairing any damage caused that was not approved by the VA POC. The Contractor shall plan and prepare to pay for the entire cost of the unapproved damage/alteration. Where exactly would you want trucks to stage/park, and are there any curb/traffic restrictions? Contractor parking and staging will be allowed in the front and east side of the facility What dumpster types/sizes are allowed on-site and where can dumpsters be placed? Sizes are at the contractor s discretion. Dumpsters will also be allowed in the front and eastern side of the facility. Is there any recycling requirements (metal, e-waste, shredding, etc.) or city/VA disposal restrictions we must follow? Recycling requirements: Recycling is not required but encouraged. Disposal restrictions: Use of local, approved, landfills is requested. What is the inspection/acceptance process by floor/zone, and what constitutes complete (e.g., vacuuming, debris removal, adhesive residue)? Acceptance will occur when conditions stated in the contract are met. Acceptance is based on all furnishings, trash, debris are removed and all carpeted areas vacuumed. All hard surface flooring has been swept as well. If there is damage, what is the reporting/repair process and timeline expectation? The contractor onsite PM and the Contracting Officer Representative (COR) will be working closely throughout the project to ensure damages do not occur. If damage do occur because of contractor actions, the contractor PM will notify the COR immediately regarding the damages and the contractor s plan for repairs. All repairs must be complete before the government pays the final contractor invoice. � � Would the only personnel in the building be the Contract team and the VA Rep? Currently, only the Contracting Officer Representative (COR) and contractor personnel are expected to be in the facility at time of execution. Are stairs able to be used in addition to the Elevators? Yes Are there rooms/offices that we would NOT be clearing out? And if so, would we be able to get final guidance/clarification on Day 1 before starting? All offices will be cleared of all furnishings. The Contracting Officer Representative (COR) will be onsite throughout to respond to any questions that arise during the effort. � How do we need to remove the wires from the cubicles, tables, etc.? Are we able to cut them or do we need to remove them from the cubicles intact so they can be reused? Would they like them professionally capped? The cubicle whips, or power cords, are generally hard wired into wall mounted electrical boxes. For removal, the whips will be removed by disconnecting the cords from the wall boxes and then replacing the covers on the electrical boxes. Once disconnected, the power whips will be disposed of along with the rest of the items in this requirement. Same applies to all data connections as well. Would they like the blue recycling bins in the break rooms to be removed? Yes To confirm, the hours of operation are 8am-7pm and no one will be onsite during this time so we can move items out of the space during the day, correct? Per the Performance Work Statement, section 2.1: Work will be scheduled primarily during normal business hours (6:30 am to 5:00 pm EST) Monday through Friday. All contractor requests for extended working hours will be considered on a case-by-case basis.� � � During the period of performance, only the Contracting Officer Representative (COR) and contractor provided personnel are projected to be on site during the execution of this effort. Can we drop dumpsters in the parking lot, or is there a dedicated space for them? The contractor provided dumpsters can be placed along the front parking lot (west side of the building). The same parking lot continues to wrap around the building to the southwest and this space is provided for dumpster parking if needed. � How in depth would they like the building cleaned? It mentions a sweep, but I would like more clarification there. As stated in the Performance Work Statement, section 4.1: Contractor cleaning, vacuuming, removal of all trash, residue, furniture waste and any other debris remaining in the vacant areas. This means vacuuming all carpeted areas, sweeping all hard surface, and removal and disposal of all trash, residue, debris, and furniture waste materials. � During the site visit, whiteboards were observed on the first floor that appear to be mounted or built into the walls. Please confirm whether these whiteboards are within the scope of removal. Additionally, please advise if there are any items requiring removal that are not currently reflected on the Excel inventory spreadsheet.� � Yes, all wall mounted white boards throughout the facility are to be removed and discarded without incurring any additional damages to the walls themselves. All wall art throughout the facility is to be removed in the same manner as well. The contractor is not required to patch, fill or repair wall openings incurred during the wall board / art installation. Other items not currently reflected in the provided inventory spreadsheet: We don t know of any items not listed in the spread sheet, but it should be noted that we will continue to make the facilities contents available to other federal, state, and local agencies who wish to reuse these items prior to the start date of this action. This will result in a reduction in the total number of items requiring removal by the contractor. � � � � Please clarify what documentation will be required to verify proper disposal or recycling (e.g., landfill receipts, weight tickets, recycling certificates, photographs, or affidavits). There are no such requirements listed. Are there any items that require destruction rather than standard disposal or recycling? All government property must be destroyed and disposed of properly. Once disconnected, the power whips will be disposed of along with the rest of the items in this requirement. Same applies to all data connections as well Can we give the chairs and desks away? We don't want to sell them just give them away. All government property must be destroyed and disposed of properly. Only the VA POC and contractor provided personnel will be in the facility during the period of performance for this action. � Are there any fire-resistant� cabinets in place? None that we are aware of. If a fire-resistant cabinet is discovered during the period of performance, the cabinet will be handled the same manner as any other furnishing in the facility. Please confirm if cubicle whips are to be disconnected from furniture and left in place, or will they need to be removed from the building connection? The contractor is responsible for properly disconnecting and disposing of all electrical power cords, cubicle whips, and any other power cables that provide electrical power to all furnishings will be removed. Is after-hours or weekend work allowed if needed? Work will be scheduled primarily during normal business hours (0700-1800 EST) Monday through Friday. All contractor requests for extended working hours will be considered on a case-by-case basis. Will the building be occupied during performance? Only the VA POC and contractor provided personnel will be in the facility during the period of performance for this action. What are the badge, escort, and daily check-in requirements? The contractor is responsible for the safe removal of all wall-mounted items without incurring any additional damages to the existing wall surfaces. The same parking lot continues to wrap around the building to the southwest and this space is provided for dumpster parking if needed. � Please confirm dumpster locations, size limits, and swap schedule. The contractor provided dumpsters can be placed along the front parking lot (west side of the building). Swap schedule: Contractor discretion Can the Government confirm no hazardous materials remain? There are no hazardous materials in the facility. If any hazardous materials are found during the execution of this effort, the contractor is not responsible for the proper removal and disposal of such materials. What disposal documentation is required? There are no such requirements listed in the Performance Work Statement. What are the daily cleaning requirements? There are no daily cleaning requirements listed in the Performance Work Statement. As stated in the Performance Work Statement, Contractor cleaning, vacuuming, removal of all trash, residue, furniture waste and any other debris remaining in the vacant areas. This means vacuuming all carpeted areas, sweeping all hard surface, and removal and disposal of all trash, residue, debris, and furniture waste materials.� This requirement is due at time of effort completion. � � � � � � � � � � � How should pre-existing damage be documented? As stated in the solicitation, it is recommended that the contractor take photos of the facility to verify existing facility damages.
