- Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VISN 10 intends to negotiate a sole source order under Federal Acquisition Regulation (FAR) 12.101(a). The Cincinnati VA Medical Center, located at 3200 Vine Street, Cincinnati OH, 45220, requires an order for a firm-fixed purchase order for Respiratory Ventilator units and training for the following items: 6 each Respiratory (NKV330-TP-T/ZA) Transport package of NKV-330 with wheeled trolley, and additional Transport package Accessories 1 each Respiratory (NKV330 Bio-Med Training School) The Cincinnati VA Medical Center has a need to procure ventilation equipment in order to replace the current Government-owned system currently in place, which has exceeded their life expectancy; no longer being supported by the manufacturer. The upgraded ventilation equipment will provide staff with critical capabilities necessary for clinicians to diagnose and treat critically ill patients unable to breathe on their own. The Nihon Kohden NKV 330 Respiratory Unit combines advanced infection control features with comprehensive, flexible respiratory support addressing critical challenges in acute care for our veterans. The Nihon Kohden NKV 330 Respiratory Unit is the only Unit that uses an integrated Unit with the Cap-One Non-Invasive Positive Pressure Ventilation (NPPV) mask for direct CO2 monitoring (uses an ultra-lightweight, mainstream sensor for direct exhaled CO2 measurement), which provides faster, more accurate readings directly at the airway. This tool is important to assist with real time trending results of the patient progression to digression in which a quicker decision can be made for critical acute care. Other CO2 monitoring units use side-stream sampling via airway adapters, which provide delayed and less accurate CO2 readings. The associated North American Industrial Classification System (NAICS) code for this procurement is 334510. The FSC/PSC is 6515. The vendor will be Nihon Kohden America, LLC at 15353 Barranca Pkwy, Irvine, California 92618. A firm-fixed price contract is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
