- 36C77026Q0061 Request for Information (RFI): Domestic Pharmaceutical Manufacturing 36C77026Q0061 1. Overview The Department of Veterans Affairs (VA), Consolidated Mail Outpatient Pharmacy (CMOP) operates seven sites across the United States, supporting the daily mailout of approximately 450,000 prescriptions to Veterans. While the majority of these prescriptions are fulfilled through the Prime Vendor contract, CMOP supplements its supply through Open Market (OM) purchases when necessary, through solicitations that get published to the System for Award Management (SAM) website, similar to how this RFI is being published. To support these OM requirements, the Government has an ongoing need to identify pharmaceutical end items manufactured, processed, or produced by domestic small and large businesses. This RFI is issued solely for market research and procurement planning purposes and does not constitute a Request for Quote (RFQ) or Request for Proposal (RFP). This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. This request does not constitute a solicitation for proposals or quotes or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. Related details can be found in section six (6) regarding the nature of this RFI. 2. Purpose The purpose of this RFI is to: Identify domestic small and large business pharmaceutical manufacturers with efficient production capabilities related to FAR Part 12 Acquisition of Commercial Products and Commercials Services in combination with FAR Part 25 Foreign Acquisition procedures. Gather information on manufacturers of pharmaceuticals and ancillary items related to CMOP s OM purchases. Promote early exchanges of information in accordance with Federal Acquisition Regulation (FAR) Overhaul Part 15.101, to improve mutual understanding of Government needs and industry capabilities. Deeper Insight into Small Business type considerations in manufacturing to include all socio-economic considerations with the highest interest in Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Business (VOSB) Manufacturers. 3. Scope The overall intent of the RFI is to provide outreach within the designated NAICS codes: 325412 - Pharmaceutical Preparation Manufacturing 325413 - In-Vitro Diagnostic Substance Manufacturing The list presented below is not exhaustive of pharmaceutical and medical surgical items that may be required in Fiscal Year (FY) 26 and is subject to be updated periodically as our requirements change.
