Description
Veterans Health Affairs, Network Contracting Office 5, is issuing this request for information/sources sought notice in order to identify sources that have the resources and capabilities to provide the Washington DC VA Medical Center, professional pavement striping and decal marking services for its campus. INTRODUCTION The Department of Veterans Affairs, Washington DC VA Medical Center, requires professional pavement striping and decal marking services for its campus, including all lots, street markings, curbs, and two parking garages. Work must comply with EPA VOC regulations, District Department of Transportation (DDOT) standards, and Americans with Disabilities Act (ADA) requirements. Description of Work The Contractor shall furnish all labor, materials, equipment, and supervision necessary to complete pavement striping and decal marking at the Washington DC VA Medical Center campus as described below. Technical Requirements Regulatory Compliance All materials (paints, thermoplastics, etc.) shall comply with EPA VOC regulations. All markings shall be installed in accordance with DDOT standards and specifications. All ADA parking spaces, access aisles, and signage must meet current ADA requirements for dimensions, colors, symbols, and placement. Materials Use high-durability, traffic-grade pavement marking materials suitable for indoor and outdoor use. All paints and materials must be low-VOC and approved for use in Washington DC. Decals and stencils must be non-slip and weather-resistant. Execution Remove or clean faded, flaking, or non-compliant markings prior to application of new markings. Layout and mark all parking stalls, ADA spaces, access aisles, hash ways, directional arrows, stop bars, stop lines, turning lanes, and curbs per provided counts and measurements. Apply all markings with crisp, uniform lines and proper color coding. Install all required stencils and decals, including but not limited to ADA symbols, directional arrows, stop legends, and other standard traffic symbols. Markings shall be visible and durable, with proper reflectivity for night visibility. Work shall be phased and coordinated to minimize disruption to facility operations and parking access. Deliverables Pre-Work Plan: Detailing schedule, phasing, and traffic management plan. Material Submittals: Product data sheets for all paints, decals, and stencils for VA approval. Completion Report: Documenting all work performed, including as-built drawings or marked-up site maps showing all markings and quantities. Safety & environmental Contractor shall follow all applicable OSHA safety regulations for the scope of work. All waste materials shall be disposed of in accordance with EPA and local environmental regulations. Proper signage and barricades shall be used to ensure pedestrian and vehicular safety during work. Warranty All markings and decals shall be warranted against premature fading, peeling, or loss of reflectivity for a minimum of one (1) year from date of acceptance. Interested & Capable Responses NCO 5 is seeking responses from businesses that are interested in this procurement and consider themselves to have the resources and capabilities necessary to provide these services. Please respond with your: Business name, SAM UEI Number, business type, socio-economic status (e.g., Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), etc.), and person of contact (including telephone number & email address). GSA contract number, if applicable, including the contract s ultimate completion date inclusive of all remaining option periods. Capability statement and summary of previous experience conducting professional pavement striping and decal marking services for medical/business campuses, including all lots, street markings, curbs, and two parking garages Provide your environmental handling procedures for waste disposal, cleaning solvents, and low-VOC material documentation. Provide information that best describes your OSHA safety procedures and proper use of signage and barricades to ensure pedestrian and vehicular safety during work hours. Identify any factors that may increase or decrease the total cost (e.g., surface condition, material choice, garage vs. outdoor work, night/weekend scheduling). How much lead time would your company need from notification of award to start of contract performance? Based on past experience, how much time would your company estimate to start the project and complete all of the required work. In your estimation how much of this potential requirement would your company need to subcontract to other companies? For budget estimating purposes, please provide a firm-fixed-price estimate for completing all pavement striping and decal marking outlined in the SOW, with a breakdown of major cost drivers (materials, labor, removal, and installation).� (This request is solely for information and planning purposes and does not constitute a solicitation.
