- Amendment 001: Corrects the date for questions. This notice constitutes a combined synop-sis and Broad Agency Announcement (BAA)for the acquisition of research and develop-ment (R&D) in accordance with FederalAcquisition Regulation 35.016, �Broadagency announcement,� as supplementedwith additional information included in thisnotice. No other solicitation will be issued.Only the information provided in this noticeis available. Requests for other forms of so-licitation shall be disregarded. The Defense Logistics Agency (DLA) seeksinterested parties to become partners in theMilitary Unique Sustainment Technology IIIprogram (herein referred to as MUST III). MUST III is a DLA sponsored Department ofDefense (DoD) Manufacturing TechnologyProgram. The commercial clothing and textile indus-try is experiencing a period of unprece-dented transformation, driven by rapidfashion cycles, the authority of digital de-sign and data, and the implementation ofIndustry 4.0 and 5.0 technologies. To effec-tively and affordably meet its evolvingneeds, the Department of Defense (DOD)must explore how to leverage these ad-vancements across design, engineering, and manufacturing. Specifically, the DODneeds to adopt commercial manufacturingtechnologies that are agile and digitallydriven, as Advanced Clothing and IndividualEquipment (CIE) and other textile-based ap-plications increasingly rely on modern, digi-tal technical data to enable efficient and ef-fective manufacturing. By embracing theseshifts, the DOD can achieve rapid prototyp-ing, scalable production, and cost-effectivesolutions that keep pace with operationalrequirements. The DLA Research and Development (R&D)Program Office is seeking efforts that sup-port any of the MUST III Technical Areas ofInterest outlined in the scope of this BAA(see Section 3: Scope). This BAA will remain open for five (5) yearsand will have a one-time initial closing datefor receipt of cost & technical proposals forIDIQ consideration under Short TermProjects (45 days after initial posting).Please note that Cost and technical propos-als shall be submitted separately. After theinitial 45-day period the BAA will temporar-ily close, for evaluation of cost & technicalproposals received.
