Synopsis of Contract Action The Air Force Test Center (AFTC), Directorate of Contracting (PZZF), Edwards Air Force Base, California, announces its intent to award a firm-fixed-price purchase order on a sole-source basis to The MathWorks, Inc., CAGE: 0C524, located at 3 Apple Hill Drive, Natick, MA 01760. This acquisition is for the annual maintenance renewal of proprietary MATLAB software license 30968726 used across the 412th Test Wing. The period of performance is 01 January 2026 through 31 December 2026. 2. Authority and Justification This action is processed under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1), which authorizes soliciting from a single source when the contracting officer determines that only one source is reasonably available. The Government�s market research concludes that The MathWorks, Inc. is the only source capable of meeting this requirement. MATLAB is proprietary software developed, owned, and maintained exclusively by The MathWorks, Inc. The firm reserves the sole right to sell and distribute its software maintenance and service renewals. No other vendor or reseller is authorized to provide these services. An award to any other source would result in substantial duplication of costs and unacceptable delays. Government analysis determined that migrating to an alternative software platform would require the complete redevelopment of mission-critical engineering data analysis code. Such an effort would introduce severe and unacceptable disruptions to critical national defense flight test missions at the Air Force Test Center. 3. Disclaimer This notice of intent is not a request for competitive proposals. No solicitation document is available. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered for the sole purpose of determining whether to conduct a competitive procurement. 4. Submission Instructions Interested parties who believe they can satisfy the requirements listed above may identify their interest and capability by submitting a capability statement. The submission must be received no later than 18th December 2025 at 4:00 p.m. Pacific Standard Time.
