- The Network Contracting Office (NCO-10) is seeking vendors to perform the following services, Outpatient remote prescription processing for VHA VISN 10 VA medical centers throughout Ohio, Indiana and Michigan. This is a Sources Sought to seek capable sources and request industry feedback ONLY. This notice does not constitute a commitment by the Government. Interested parties are asked to answer questions below AND submit capability statement that clearly and convincingly identifies their ability to fulfill the requirements. Detailed capabilities must be submitted by email to Contract Specialist Josh Kovar at Joshua.Kovar@VA.gov in an electronic format, no later than 1330 EST 1:30 PM EST | December 19, 2025. As part of market research, this Sources Sought is to determine if there exists an adequate number of qualified interested contractors capable of providing the requirement. Industry feedback to the information below is requested to ensure the VA has not created a defacto sole source requirement. The Government may use the responses to this Sources Sought for information and planning purposes. DRAFT SCOPE: VISN 10 has identified the need for a non-VA Contractor to process and complete pending outpatient prescription and supply orders in the Federal EHR when instructed by the home VISN 10 facility. VISN 10 contemplates a requirements contract for outpatient prescription processing services. A participating VISN 10 facility will request that a specific amount of pending outpatient prescription orders be processed per day for a specified period of time. Facilities may also request to use this contract if their pending queue exceeds a specified threshold to help get the queue to a more manageable level. The facility would notify the VISN COR and Contracting that the use is needed and Contracting would issue a task order against this contract. No services should be placed or provided until the task order is signed by the Contracting Officer. The Contractor shall: Provide virtual/remote pharmacists to safely and accurately review, process, and complete pending outpatient medication or supply orders as requested by the home VA facility. Provide qualified pharmacists to accurately process pending outpatient prescription orders for each VISN 10 facility as specified in the task order. All pharmacists must hold a current, unrestricted U.S. pharmacy license, be proficient in English, and pass a National Criminal History Check (NCHC) as Favorable through the Workforce Management and Consulting (WMC) Office. Maintain a continuous Personnel Roster of pharmacists, including active and unrestricted state license number and National Provider Identifier (NPI), who the contractor nominates to perform under this contract. All contractor employees who require access to Department of Veteran s Affairs computer systems shall be the subject of a background investigation and must receive a favorable adjudication from the VAAll contractor employees who require access to Department of Veteran s Affairs computer systems shall be the subject of a background investigation and must receive a favorable adjudication from the VA Office of Security Office of Security Ensure that all pharmacists have completed the necessary training. Estimated number of possible prescriptions for this requirement is between 600,000 and 1,328,000 per year, however this is just an estimate and may vary depending on facility operations. Capability Statement: Please provide your capability statement, which adequately supports this requirement. The applicable NAICS code for this requirement is NAICS 621399� - Offices of All Other Miscellaneous Health Practitioners with a Small Business Size Standard of $10.0 Million Dollars. The Product Service Code is Q517 - Medical - Pharmacy Services Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement and answer questions above. This Sources Sought is only for the purpose of identifying potential sources as part of market research. No Request for Proposal (RFP), Quote (RFQ), or Invitation for Bid (IFB) exists. Responses to this Sources Sought are not quotes, proposals, or bids on which the VA can issue any contract. This Notice is issued for information and planning purposes only and does not itself constitute an RFP, RFQ or IFB. The Government does not intend to award a contract based only on responses to this Sources Sought. Responses to the notice will not be returned. Responders are solely responsible for all expenses associated with responding to this Sources Sought. The VA will not pay for information received in response to this Notice.
