Please see the attached. Page 3 of 3 36C25926Q0080 Questions and Answers I see that a schedule is included as part of the submission; however, the SOW itself does not identify the specific months in which the annual and semi-annual inspections are to be performed. Could you please clarify or update the SOW to reflect these required inspection months?� Government Response: The facility is currently past due, due to the previous inspector being non-responsive. Therefore, the first annual inspection under this contract should be scheduled within 6-8 weeks of award with the semi-annual inspection to be performed 24-28 weeks later. All subsequent annual and semi-annual inspections for option years under this contract shall be performed within the same calendar month as the corresponding inspection from the base year of the contract. The 5 year load test, included in the base year of the contract, is not past due and can be coordinated at the convenience of the third party elevator inspection company and the elevator service and maintenance contractor to take place at the time of either the annual or the semi-annual inspection. The PWS states that All inspectors shall hold current National Association of Elevator Safety Authority (NAESA) certification and membership. We would like to kindly request clarification on this requirement: must the on-site inspectors themselves hold the NAESA certification, or would having a NAESA-certified vendor/company be sufficient to meet the requirement? Government Response: Yes, the on-site inspector performing the work must be licensed/certified as an elevator inspector to verify induvial competence for the work being performed. In review of the solicitation under Scope of Work section 3.0 Inspections. The paragraph reads as follows.� The contractor shall execute annual inspections with the assistance of an accompanying third-party elevator service and maintenance contract in the presence of the COR. Is the VA looking for a contractor that serves as both a third part inspector and a maintenance provider? In the commercial world, this is in conflict with the purpose of the two roles.� Typically, a third party elevator inspection company inspects the work of the elevator maintenance provider.� Who within the VA, at this time, maintains the elevators listed and repairs the elevators when broken? Government Response: NO, The VA currently has a maintenance and repair service contract. That contract includes support for the third-party inspections which must be coordinated between the two vendors but the vendors are to be independent of each other and both report to the VA. In the past, the vendor who has performed our inspections was not willing to operate the elevators for the inspection. The requirement as written is based on this. The maintenance contractor technicians would operate the elevator per the direction of the inspector and the inspector would make notes for the report submitted to the VA. In the commercial world, this is in conflict with the purpose of the two roles. Agreed. That is why we are soliciting a third-party inspection contract separate from the existing service and repair contract.� Typically, a third party elevator inspection company inspects the work of the elevator maintenance provider.� Who within the VA, at this time, maintains the elevators listed and repairs the elevators when broken? There is not an employee of the VA that maintains and repairs the elevators. This work is accomplished by a service contract which is already in place. When the inspection contract is awarded, the contact information for the repair contractor will be shared to facilitate coordination of work.
