- The U.S. Embassy to Belgium intends to issue a Purchase Order (PO) firm-fixed-price contract for Social Security Reporting and Payrolling Software Registration Requirements: All contractors must be registered in the System for Award Management (SAM) Database (https://www.sam.gov) prior to submitting an offer, pursuant to FAR provision 52.204-7. Prospective offerors are encouraged to register prior to the submission of quotations/proposals. Electronic Submission/Responses: Your quotation must be submitted electronically to BrusselsBids@state.gov. It is important to make sure the submission is made in specific size and format; Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 2MB, the submission must be made in separate files and attached to separate emails with less than 2MB each. (ex: first email ending in �part 1 of 3� and last email ending in ""part 3 of 3�)
