- U.S. DEPARTMENT OF THE TREASURY OFFICE OF TECHNICAL ASSISTANCE BUDGET ANALYST The U.S. Department of the Treasury�s Office of Technical Assistance (OTA) supports the development of strong financial sectors and sound public financial management in countries where assistance is needed and there is a strong commitment to reform. OTA provides technical assistance in over 50 countries in five functional areas: economic crimes, government debt and infrastructure finance, budget and financial accountability, banking and financial services, and revenue administration. OTA is seeking a Budget Analyst to perform critical budget and financial analyses in support of OTA�s global projects. The person selected will be hired under a personal services contract. This position is located at OTA headquarters in Washington, DC. SCOPE OF POSITION The Budget Analyst supports office-wide budget processes, including work in development, submission, execution, and closeout of interagency agreements and budgets for projects; allocation of program funding; management of OTA's operating plan; and budget monitoring. Duties may include but are not limited to: Facilitating the allocation of program funding Assisting in managing the office�s operating plan, including reviewing prior-year recoveries and re-allocating to current-year accounts Monitoring funding to identify and resolve accounting irregularities Supporting all aspects of financial management during year-end closing processes Contribute to Department-wide budget and performance measurement exercises Providing ad hoc reporting on budget issues Reviewing financial reports prepared by Finance staff to ensure accuracy Supporting the development, submission, execution, and closeout of interagency agreements and project budgets Maintaining a comprehensive inventory of all projects Performing other budget support tasks as assigned QUALIFICATIONS Required technical expertise: Minimum of 3 years of professional experience in budgeting, accounting, or financial management Demonstrated analytical ability to evaluate costs and benefits, interpret financial data, and solve complex problems Knowledge of budget and finance principles, practices, and methods of budget execution Excellent communication and interpersonal skills Proficiency with financial and data management software, including Microsoft Excel, Oracle, and other enterprise resource planning (ERP) systems Experience working with databases and financial systems to support reporting and analysis In addition to the requirements listed above, the following experience is preferred: Experience communicating complex financial concepts to non-financial stakeholders Strong problem-solving skills, with the ability to identify budget inefficiencies and recommend effective solutions Proven ability to work under tight deadlines and adapt to changing priorities Collaborative team orientation, with cultural sensitivity and a commitment to continuous learning Familiarity with budgetary guidelines, regulations, and processes Bachelor�s degree in accounting, finance, economics, public administration, or a related field Professional experience working with international assistance organizations, multilateral institutions, or global development programs Experience supporting projects funded by or aligned with U.S. Government initiatives Please note: These are PERSONAL SERVICES CONTRACTOR positions; NOT civil service positions. Must be U.S. citizen. SALARY: In accordance with program regulations and based on demonstrated salary history, salaries range from $33.50 to $63.17 per hour.
