Description
Pittsburgh Healthcare System, University Drive C, Pittsburgh, PA 15420, is seeking potential sources capable of providing 20 new portable sleep monitoring systems for monitoring patient sleep patterns to determine the severity of sleep apnea for diagnosis and treatment in accordance with the Draft Statement of Need (SON) below. If you are unable to provide the name brand, please provide the alternative model and country of origin that meets all salient characteristics. 2. Are you the manufacturer, distributor, or equivalent solution to the above items? If not, can you provide additional information, as shown below? This confirms compliance with the nonmanufacturer rule IAW 13 CFR 121.406(b) Nonmanufacturers. 3. If you re a small business and you are an authorized distributor/reseller for the items identified above or an equivalent solution, do you alter, assemble, or modify the items requested in any way? If you do, state how and what is changed, assembled, or modified. 4. If you are a large business, do you have any designated distributors? If so, please provide their company name, telephone, Point of Contact, and size status (if available). 5. General pricing of your products/solutions is encouraged. Pricing will be used for market research only, and it will not be used to evaluate for any type of award. 6. Please submit your capabilities regarding the salient characteristics detailed above and any information about alternative items to establish capabilities for planning purposes. 7. Please review salient characteristics/statement of need (if applicable) and provide feedback or suggestions. If none, please reply as N/A. Responses to this Sources Sought Notice shall be submitted directly via email to jefferson.mann@va.gov. Responses that only include generic marketing material and do not provide for capability to meet requirements may not be considered. Responses must be received no later than 12:00 pm (noon) ET, 12/11/2025. No solicitation document is available at this time. This notice is simply for Market Research Purposes Only. All information received in response to this RFI that is marked as proprietary will be handled accordingly. The VA will not reimburse any potential contractors for any costs associated with this Sources Sought Notice. Statement of Need SCOPE: The Sleep Department at the VA Pittsburgh Healthcare System (VAPHS) is requesting the purchase of 20 new portable sleep monitoring systems. The monitoring devices are necessary for monitoring patient sleep patterns to determine the severity of sleep apnea for diagnosis and treatment. The Watch-PAT300 with Digital RESBP (Central Plus) Kit meets all requirements as a reference for this brand name or equal requirement. Sleep apnea is associated with several health complications such as heart failure, strokes, and depression to name just a few. Proper diagnosis and treatment of sleep apnea have shown to improve overall patient health, as there are numerous factors that contribute to sleep apnea which can only be identified by recording patient sleep patterns. GENERAL REQUIREMENTS: Contractor shall provide 20 reusable portable sleep monitoring units. Specifications set forth in this statement of need are minimum specifications and shall not be construed as limiting the overall quality, quantity, or performance of the instrument. The offerer shall meet or exceed the minimum requirements and shall be held responsible for the performance and overall quality of the requested instrument during the instrument s warranty period. The instruments, based upon the specifications requested, shall be the newest and the most current model. A refurbishment is not acceptable. The vendor/distributor and/or the manufacturer must provide all necessary procedure manuals, Maintenance Manuals, troubleshooting manuals and operator manuals. BRAND NAME OR EQUAL REQUIRED SALIENT CHARACTERISTICS: Name Brand Product for Reference: WatchPAT300 (Part AC3000315) with Central Plus Add-on Kit with RESBP (Part AC2110701) Must be able to monitor: Apnea/Hyponea per hour (AHI) Apnea/Hyponea per hour (Central AHI) Apnea Episodes Snoring and Body Position Oxygen and Heart Rate Sleep Stages Snore and Body Position Sensor that detects respiratory effort Ability to automatically calculate AHI and RDI using the patient s True Sleep Time Provide information on sleep staging including sleep efficiency, sleep latency and REM latency Detects REM related sleep apnea with REM and non-REM apnea-hypopnea index (AHI) Integrates for full operational functioning and automatic reporting with the VA Somnoware Sleep System VA Technical Reference Model (TRM) approved prior to quote submission Peripheral Arterial Tonometry (PAT) technology to detect changes in the body's vascular tone, sleep stages, and body movements Provide multi-night study feature Built-in self-diagnostic procedure to ensure device is operating properly prior to patient testing The data recording device must be small enough to be worn on the wrist Must be able to be cleaned with 70% ethyl alcohol or isopropyl alcohol (IPA) DELIVERY: All equipment deliveries must be coordinated with the Biomedical department prior to delivery.
