- 693JJ3-26-SN-0002 Pursuant to 13.106-1(b)(1)(i), the Federal Highway Administration (FHWA) intends to solicit from a single source and execute a new sole source contract with Iowa State University to deliver 12 training workshops associated with three (3) core guidance documents: �Transportation Asset Management, Transportation Performance Management and Performance-Based Planning and Programming, and How Short-Term Bridge and Pavement Targets Complement the Long-Term State of Good Repair�. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement. Questions can be addressed to Amy Morrissette at amy.morrissette@dot.gov. The justification for the sole source is as follows: The workshops were originally initiated under a task order issued through the Office of Infrastructure�s (HIF) Support Services IDIQ. While the task order remains active, the overarching IDIQ has expired, and the current task order is approaching its expiration date, leaving insufficient time to complete the remaining workshops. Iowa State University, through Professor Smadi, has served as the primary instructor for these specialized workshops and possesses unmatched subject matter expertise and familiarity with the core guidance documents: Transportation Asset Management, Transportation Performance Management and Performance-Based Planning and Programming, and How Short-Term Bridge and Pavement Targets Complement the Long-Term State of Good Repair. The continuity and quality of instruction are critical to meeting FHWA�s training objectives, and Iowa State is uniquely positioned to deliver the remaining workshops efficiently without requiring additional onboarding or development time. Due to the expiration of the original IDIQ vehicle and the limited period of performance remaining on the task order, it is not feasible to complete the remaining workshops under the existing contract structure. Additionally, recompeting the requirement would cause unnecessary delays and compromise the continuity and effectiveness of the training effort. Accordingly, awarding a sole source contract to Iowa State University is in the best interest of the government, ensuring timely completion of the required workshops and preservation of the program�s technical integrity.
