- Per GSAR 570.203-2(b) and 570.402-1(a), sole-source actions at or below the SLAT do not require a formal Justification for Other Than Full and Open Competition (JOTFOC). On behalf of the Tennessee Valley Healthcare System (TVHS), I am pleased to confirm execution of a fully signed lease awarded in response to VA Request for Lease Proposals (RLP) 36C24926R0004. This lease provides 10,137 ABOA / 11,047 RSF of office and clinical space located in Chattanooga, TN, designated as the Chattanooga Pointe Centre Superseding Lease. The leased premises will be occupied by the Department of Veterans Affairs to provide services to our Veteran beneficiaries.
