Description
Veteran biospecimens will require transport from Wright-Patterson Air Force Base to the VA Greater Los Angeles Healthcare System between August 2025 and July 2026. The total shipment will include approximately 178,000 specimens. Transportation requirements include continuous monitoring, maintenance of a temperature at or below 60°C throughout transit, and next-day delivery. The Greater Los Angeles VA Medical Center Research & Development Department does not have dedicated transportation services capable of meeting the highly stringent requirements for transporting frozen biospecimens. This project involves the transfer of approximately 178,000 Veteran biospecimens from Wright-Patterson Air Force Base to multiple VA sites, including the VA Greater Los Angeles, between August 2025 and July 2026. These specimens require continuous temperature control at 60°C or lower, specialized packaging, and continuous monitoring to ensure their integrity. The critical nature of these research samples allows for little to no margin of error, making it essential that transportation is conducted by a provider with demonstrated expertise in handling sensitive biological materials. The Department of Defense (DoD) conducted evaluations of multiple carriers in December 2024 and July 2025 to determine the safest and most reliable transportation method for these biospecimens. This included testing handling procedures and assessing whether frozen samples maintained the required 80°C temperatures throughout transit. The DoD concluded that FedEx was the only carrier able to consistently meet these requirements. FedEx offers comprehensive solutions specifically designed for the transport of ultra-cold biospecimens. Key features include temperature monitoring during transit, immediate alerts in the event of deviations, and the ability to reapply dry ice when necessary to maintain required temperatures. FedEx also provides specialized dry ice packaging solutions that comply with International Air Transport Association (IATA) standards, ensuring regulatory adherence, safety, and preservation of sample integrity from origin to destination. In addition to technical capability, the use of FedEx supports operational continuity and cohesion between the Department of Veterans Affairs and the U.S. Air Force. FedEx has already been the Air Force s preferred carrier for transporting these complex biospecimens. Maintaining the same transportation partner as this program transitions to VA oversight reduces risk, ensures consistency, and promotes alignment between DoD and VA operations. Based on the Department of Defense s findings and the Standard Operating Procedures established in collaboration with FedEx, no other provider can meet the volume, temperature, safety, compliance, and reliability requirements of this project. FedEx s proven capabilities, demonstrated track record, and established relationship with the Air Force uniquely position it as the sole source capable of fulfilling this mission-critical need.
