30 September 2025 The U.S. Navy has made available Section B Notes for Schedule and Technical Performance Incentives via NSERC. Please reach out to this notice's POCs for additional information. 23 September 2025 SYNOPSIS: The Naval Sea Systems Command intends to issue a competitive solicitation for FY26-33 to design the Future X-Band Radar (FXR), and to build, integrate, and test FXR Engineering Development Models (EDMs) and deliver multiple low-rate initial production (LRIP) units. The contemplated contract will include Cost-Plus-Incentive-Fee (CPIF) completion line item for development of the FXR system, Cost-Plus-Fixed-Fee (CPFF) level-of-effort (LOE) line items for engineering and field engineering support, and Fixed Price Incentive Firm Target (FPIF) line items for procurement of LRIP units and EDM hardware refresh. The contract will also include Cost-Only line items for ancillary Other Direct Costs (ODCs), Firm-Fixed-Price (FFP) and CPFF line items for Spares Orders, and FFP line item for Data Rights License Upgrade. IMPORTANT: In order to be considered for contract award, each company must have a TOP SECRET facility clearance with Sensitive Compartmented Information (TS/SCI) eligibility by the time of award. Offerors must be a United States (U.S.) company or an independent U.S. subsidiary. The export of defense articles, defense services, and related technical data is subject ot the Arms Export Control Act and the International Traffic in Arms Regulations, and requires the issuance of an export license by the U.S. Department of State. NAVSEA will issue the formal solicitation assoiated with this notice electronically via SAM at https://www.sam.gov which is the official Government Portal of Entry. The Government will not provide printed copies of the solicitation. Interested firms should continue to monitor SAM for the release of the solicitation. DRAFT SOLICITATION and Bidder's Library: A DRAFT Sections B, C, L, and parts of M of the solicitation, and the Bidder's Library has been made available to Industry. Please contact the contracting point(s) of contact below for instructions for obtaining the DRAFT solicitation and access to the Bidder's Library. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. PREVIOUS NOTICES 18 September 2025 The U.S. Navy has made available questions and answers (Q&A) Batch 1 via NSERC. Please reach out to this notice's POCs for additional information. 21 August 2025: The U.S. Navy has made available an updated DRAFT RFP via NSERC. This DRAFT RFP includes Sections B, C, E, J, L, and parts of M. No clauses are included as part of this draft. In addition, UNCLASS GFI is available via the Bidder�s Library on NSERC. Additional DRAFT RFP updates will follow in the coming weeks. Please provide feedback to this DRAFT RFP by 1600 EST on 5 September 2025. Please reach out to this notice�s POCs for additional information. 16 June 2025: The U.S. Navy has made available an updated draft Section B and C of the RFP. Please reach out to this notice's POCs for additional information. The Government is accepting feedback from Industry until COB 01 JUL 2025. 1/8/2025 Update: Updated GFI is available as well as additional updated RFI questions. This information is being provided directly to companies that participated in the previous RFI and confirmed that they would like to receive the updated GFI/RFI. For any interested companies that did not respond to the previous RFI, please review the previous RFI, submit the appropriate requests and signed Terms of Use Agreements, etc. contained in the original posting and the GFI/RFI will be provided for participation.
