- The U.S. Army Corps of Engineers, New England District will be issuing an Invitation for Bids on for the Bar Harbor Breakwater Repair Project, Bar Harbor, Maine. This will be an unrestricted Invitation for Bid. The NAICS code for this procurement is 237990 with a size standard of $45M. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about October 2025 with construction to begin in the spring of 2026. The anticipated period of performance is 14 months. The estimated construction cost is expected to range from $10,000,000 to $25,000,000. The Bar Harbor Breakwater extends approximately 2,500 linear feet southwest from Bald Porcupine Island and was constructed between 1889 and 1916. The final design of the breakwater consisted of a 20-ft crest at 11 ft MLLW with 1H:1V side slopes, although the crest width was only constructed to 10-ft wide. The proposed work consists of repairing two large portions and a few small areas of a rubble mound breakwater structure that has been damaged from storms since its completion in 1916. There are two (2) repairs areas plus multiple small minor repair areas. Repair Area 1 is approximately 800 feet long and Repair Area 2 is approximately 850 feet long. Repair Area 2 and the minor repair zones are optional items. Anticipated stone required for Repair Area 1 includes approximately 8,800 tons of 6-10 ton armor stone and for Repair Area 2, includes approximately 5,900 tons of 6-10 ton armor stone. The minor repair areas are isolated locations of damage that are estimated to need 2-3 new armor stones to restore the structure. The repair areas will be constructed with 1.5H:1V side slopes. The work includes mobilization and demobilization, the furnishment and delivery of stones, removal/rehandling/resetting of existing stones, and placement of armor stone for tie-in between the repair area and the existing structure. The reinforcement work will require substantial moving and rehandling of existing stones to obtain the required interlocking placement and construction tolerances. Construction, stone delivery, and access will be by water. Access to the breakwater by land is unavailable and no work should be completed from the crest of the breakwater. There are no time of year restrictions. Environmental coordination and permitting has been completed by the U.S. Army of Engineers, New England District. Low tide water depths in the vicinity of Repair Area 1 are approximately 10 feet and Repair Area 2 are approximately 50 feet, and the average tidal range is approximately 11 feet. The area is subject to wave action. No spudding or anchoring into the existing structure is permitted. Please note that this solicitation is unrestricted. This is not an invitation for bids at this time.
