- Description
- This synopsis is for the Vegetation Reduction and Spreading Services at J. Strom Dam and Lake Project. This acquisition is being offered as a 100% Small Business set-aside solicitation and will result in a single Firm Fixed Price Contract Award. The purpose of this contract is to reduce and spread vegetative material at the J. Strom Thurmond Dam and Lake Project. All material to be reduced is at the vegetation storage site (VSS). The project is located within South Carolina and Georgia, with the Project Management Office in Clarks Hill, South Carolina. Vegetation reduction and spreading will be conducted at the VSS, which is located on the project in Columbia County, GA. All actions and processes used shall be in full compliance with all applicable local, state, and Federal policies, regulations and laws. All reduction and spreading work shall be accomplished in the most efficient manner. The Contractor shall provide all labor, equipment, materials, and services for operations which includes, but not limited to, vegetation reduction and spreading. The Contractor shall meet the substantive and/or administrative requirements of all Permits, Licenses, and/or Certificates required by the contract. The contractor shall provide the Contracting Officer with copies of all required permits, permit equivalences, licenses and certificates. Approximately 250,000 cubic yards of vegetative material is to be reduced and spread under this contract. Volumes were calculated using percent load calls from certified hauling trucks. As of 12 September 2025, total material at the VSS was 216,470.2 cubic yards. Total cubic yardage at the VSS could be as high as 250,000 cubic yards. Prospective contractors are invited to attend a site visit at the J. Strom Thurmond VSS on 6 October 2025 from 10:00 am. � 11:30 a.m. The VSS is located near 5462 Sailing Road, Appling, Georgia 30802. When travelling down Sailing Road the VSS is located just before the Augusta Sailing Club on your left. The point of contact for the site visit is Chief Ranger Henry Way. He can be reached at 770-250-8555 or Henry.S.Way@usace.army.mil Evaluation Criteria: The contract will be solicited and procured using Simplified Procedures under FAR Part 12 and 13. NOTE: This solicitation will be issued in electronic format and is anticipated to be available on or about 10 October 2025. Solicitation Website: The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at System for Award Management (SAM) website, https://www.sam.gov. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Files (PDF) files and can be viewed, navigated or printed using Adobe Acrobat Reader. To download the solicitation for this project, contracts are required to be registered at the SAM website at https://www.sam.gov. Amendments, if/when issued, will be posted to the above referred website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offeror�s responsibility to check the website periodically for any amendments to the solicitation. Registrations: Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM) at https://sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
